DSWD Mimaropa launches Listahanan 3 in OccMin

SAN JOSE, Occidental Mindoro (PIA) – The Department of Social Welfare and Development (DSWD) Mimaropa recently launched its provincial Listahanan 3 program in this town.

Listahanan is an information management system that identifies where and who the poor are across the country collected through a series of data collection and validation conducted by DSWD.

According to Shiela S. Tapia, Assistant Regional Director for Operations of DSWD Mimaropa, the data is meant to be used by National Government Agencies (NGAs), the academe, and other stakeholders to help them with their decision-making in identifying beneficiaries and prioritize the poor for interventions and research.

Listahanan adheres to data sharing privacy. Ernie H. Jarabejo, DSWD Mimaropa Listahanan Regional Field Coordinator underscored that the list of poor households can only be accessed through a written request to DSWD by entering into a data sharing agreement.

Editha B. Ocampo, OIC-Division Chief Policy and Plans Division of DSWD Mimaropa, explained that Listahanan differs from the Philippine Statistics Authority (PSA)’s reports on poverty incidence and threshold as the latter focuses on numerical reports while Listahanan provides specific information such as names and locations of identified poor households.

“Sa [PSA, sila ang nag-uulat ng] datos, numero, [at] statistics [ng mga mahihirap]. Sa [DSWD], listahan mismo [ng mga mahihirap]. ‘Yun ‘yung pinakakailangan ng mga magbibigay ng mga intervention at mga benepisyo (The PSA reports data, numbers, and statistics of the poor. DSWD provides an actual list of the poor. That is what social services providers need),” Ocampo highlighted.

She added that Listahanan was conducted on the different scopes and indicators compared to PSA’s report, such as using Proxy Means Test which considers a household’s access to basic services and facilities, education, and household structures.
