DSWD to pilot unified ID system for PWDs this January

QUEZON CITY, (PIA) — The National Council on Disability Affairs (NCDA) has started its nationwide pilot-testing of the unified ID system for persons with disability (PWDs) that will run until June, and implemented in July.

The Unified ID System is proposed to prevent the illegal production, sale, and usage of fake PWD IDs.

It will consist of a physical ID and a digital ID that uses biometric data to avoid fraud.

The physical ID will be a PVC card with radio frequency identification (RFID) technology and high-security features, making it useful even without an internet connection.

The digital ID, on the other hand, will be accessible through a mobile app or web portal, with features such as QR codes for quick and easy verification.

“Nagkaroon po tayo ng round-table discussion…doon po ay nagkaroon ng pagbabalangkas na mag-iissue po ang DSWD ng isang unified ID system. Inaantay lang po namin na ma-finalize ang terms of reference para ma-plantsa po natin ang different phases ng pagre-release ng ID,” said NCDA Executive Director Glenda Relova. (We had a roundtable discussion where we came up with a framework where DSWD would issue a unified ID system. We are just waiting for the terms of reference to be finalized, for us to iron out the different phases of release.) 

The DSWD and NCDA, in partnership with local government units (LGUs) and their respective Persons with Disability Affairs Offices (PDAO), will manage the unified ID system for persons with disabilities. According to Director Relova, the PDAO will handle applications, while the DSWD will issue the IDs. (GLDG/PIA-NCR)
