e-CLIP Task Force, NHA seek continued support for former rebels

CAGAYAN DE ORO CITY (PIA) — The Regional Inter-Agency Task Force on the Enhanced Comprehensive Local Integration Program (RIATFE) and the National Housing Authority (NHA) in northern Mindanao are asking for continued support for housing assistance to former rebels. This appeal was made during the distribution of housing units under the government’s E-CLIP program, with many former rebels still awaiting assistance.

At the RIATFE second quarter meeting, Department of the Interior and Local Government (DILG) Regional Director Bruce Colao stressed the need to maintain momentum in reintegration efforts. He noted that while progress has been made, continued investment is essential for the program’s success.

“We have reached meaningful milestones in our shared mission. In fact, President Ferdinand R. Marcos, Jr. acknowledged the valuable work of the task forces on ELCAC,” Colao said.

To date, 194 housing units at Midland Valley Homes in Cagayan de Oro City and 212 units in Pineville, Malaybalay City, have been allocated to former rebels under the E-CLIP program. However, actual occupancy remains low, with only 82 units in Cagayan de Oro and 102 in Malaybalay City currently occupied.

The delay in occupancy is due to the absence of necessary legal documents, such as birth certificates and government-issued IDs, which are required for the finalization of housing allocations.

NHA Community Support Services Chief Mitchellou Arabis explained that these documents are necessary to ensure proper enforcement of the policy to provide one housing unit per former rebel.

To address the issue, RIATFE and NHA are preparing a resolution for the Regional Peace and Order Council (RPOC)-10 to secure additional funding and streamline the process to meet the needs of former rebels. (SAYU/PIA-10)
