TAGOLOAN, Misamis oriental (PIA) – Lawmaker Yevgeny Vicente B. Emano, Misamis Oriental 2nd District Representative, presented his 2023-2024 accomplishment report at his hometown in Tagoloan on January 24, 2025.
Tagged as “CoRe Tres,” or 3rd Congressional Report, the event was open to the public, allowing constituents to learn about and engage with the accomplishments and initiatives of their representative.
“As a Congressman, my duties include introducing legislation, serving on key committees–serving one or more house committees–making and voting on bills, co-sponsoring important legislation, representing our constituents, and conducting oversight investigations,” Emano explained, providing a concise overview of what congressmen do.
He also outlined that the Legislative, Executive, and Judiciary are equal.
Emano detailed his legislative successes upon returning to Congress in 2022, emphasizing his role in passing key bills after serving as Governor for nine years.
He reported that over P11 billion in infrastructure projects secured from the national budget for 2023–2024 are now being implemented and completed to enhance the quality of life of residents.
The lawmaker’s social services programs have significantly impacted the lives of 71,947 individuals, with a total funding of P385,274,819.97 dedicated to various forms of assistance. A substantial portion, P160,884,316.85, was allocated to the Medical Assistance for Indigent Patients (MAIP) program, benefiting 8,730 individuals.
Similarly, P11,882,768.64 in cash assistance reached 2,455 beneficiaries, while P18,499,376.48 provided medical aid to 2,656 individuals.
Support for those facing loss included P9,109,400 in burial assistance for 1,188 beneficiaries and P920,000 in dialysis aid for 88 patients.
Transportation assistance amounting to P224,500 eased the burden for 55 individuals.
In education, P667,000 supported 308 scholars, while the TESDA Scholarship programs, with P22,927,718, empowered 747 individuals with new skills.
Further educational support came through CHED-SMART, allocating P1,775,000 to 71 beneficiaries, and CHED-TDP, granting P1,035,000 to 69 students.
The AICS program, designed to assist individuals in crisis, provided P42,580,000 to 15,680 beneficiaries.
The AKAP program extended P49,225,000 to 15,565 low-income individuals, ensuring essential support.
Livelihood and employment initiatives were also prioritized, with P94,049,740 under the TUPAD program helping 22,355 displaced workers and the Sustainable Livelihood Program (SLP) distributing P20,720,000 to 1,972 beneficiaries.
The report underscored the ongoing Misamis Oriental West Diversion Road (MOWDR) project, a 109-kilometer network connecting Manticao, Cabalantian, Mahayahay, Limonda, Naawan, and Opol. With a total project cost of P6.236 billion, 75.98 kilometers (69%) have been completed at P3.37 billion fund, while 33.63 kilometers (31%) remain unfinished, requiring P2.86 billion. For 2025, P850 million was allocated, leaving a balance of over P2 billion to complete the project fully.
These projects address diverse community needs, from healthcare and education to livelihood support, reinforcing Emano’s commitment to improving the well-being of his constituents.
In a message, Philippine President Ferdinand Marcos Jr. told the congressman to continue the kind of service he delivered for several years.
“I am happy to join you in celebrating your public service in various roles, both in local and national government,“ the President said.
Misamis Oriental Governor Peter M. Unabia also extended his message to Emano.
“Salamat sa imong wala’y kinutuban nga dedikasyon, sa pagserbisyo sa publiko. In your 26 years, init pa gihapon kaayo,” the governor said.
