Empowering a Modern Bureaucracy through Digital Technologies

In an era where technology reigns supreme, President Ferdinand R. Marcos Jr. has taken a bold step toward transforming the Philippine bureaucracy.

During Thursday’s ceremonial event at Malacañan Palace, President Marcos called upon public servants to embrace technological innovation, urging them to rethink and innovate public service for the Filipino people.

As the world rushes towards digital solutions, the President stressed the importance of adopting cutting-edge technology.

“It is an opportunity now for us to rethink, to innovate, and serve our people better through technology,” the President said; his words resonated with the participants eager to catalyze change within the government.

The initiative stemmed from the foresight of the Private Sector Advisory Council (PSAC), which proposed the Philippine Civil Service Digital Leadership Program in June 2023. This program aims to equip civil servants with the necessary tools and knowledge to transform public service, marking a significant move towards modernization and efficiency.

The Memorandum of Agreement, signed with various stakeholders, is a testament to the collaborative effort required for such a monumental transformation.

The President highlighted the PSAC’s collaboration in drafting this agreement, even as he stressed the importance of partnerships in driving public sector reform.

“This collaboration brings us closer to realizing our shared aspiration of building a modernized public sector workforce,” President Marcos said. |

During this landmark event, the President took a moment to celebrate the first cohort of participants who recently completed their training in Singapore.

Thirty representatives from the Civil Service Commission (CSC) returned brimming with knowledge on digital leadership, citizen-centric design thinking, and data-driven decision-making. This initial success signifies the program’s commitment to instilling vital skills that can reshape public service delivery.

The President stated that with essential skills and a renewed vision for public service, these civil servants will serve as catalysts for leading the digital transformation of the bureaucracy from within.

The vision for the Philippine Civil Service Digital Leadership Program is expansive. By 2027, the program aims to train at least 10,000 civil servants, ensuring that these public servants emerge as digital transformation leaders within the government.

The event celebrated the programs’ achievements and was a platform to express gratitude to organizations that supported this initiative.

The Chief Executive thanked the Civil Service Commission (CSC), the National University of Singapore’s Institute of Systems Science, and the PSAC through the Private Sector Jobs and Skills Corp. for working on the initiative.
