Fiber breaks identified as major cause of clearance processing delays, says NBI

PAGADIAN CITY (PIA) – The National Bureau of Investigation (NBI)-9 assures the residents of the Zamboanga Peninsula of faster and more efficient clearance processing.

NBI Regional Director Atty. Moises Tamayo explains important developments regarding fiber break issues and delays in the processing of NBI clearances, particularly for those with “hits” in their data.

NBI Regional Director Atty. Moises Tamayo, during a recent episode of Kapihan sa Bagong Pilipinas, explained the causes of delays in clearance processing, emphasizing that fiber breaks are a key factor, particularly affecting those with “hit” records. 

“Ang tagal natin sa ‘hit’ ay ina-address na, matagal na rin pero ginagawa na ng paraan,” Tamayo emphasized. 

(The long wait for ‘hit’ cases is already being addressed—it has been going on for a while, but they are working on a solution.)

A “hit” on an NBI clearance occurs when there is a match between the applicant’s name and records in the NBI database, indicating potential pending cases, criminal records, or similar concerns.

The Fiber Break refers to a disruption in the fiber optic cables used for internet and network connectivity. These cables are essential for the transfer of data between the NBI’s local offices and their central databases. When a fiber break occurs, it can cause a slowdown or complete halt in the processing of NBI clearances, leading to delays. 

This is particularly problematic for those with “hits,” where more thorough data verification is required.

“Kung magkaroon tayo ng fiber break dito sa Zamboanga, hindi tayo makakapag-transmit ng data papuntang Manila. Kung hindi tayo makapag-transmit ng data, hindi tayo makakapag-process doon sa Manila, kaya matatagalan iyon,” Atty. Tamayo said. 

(If we experience a fiber break here in Zamboanga, we won’t be able to transmit data to Manila. If we can’t send the data, we won’t be able to process it in Manila, which will cause delays.)

Efforts have been done to address this concern. Among the steps taken to address this is the implementation of the Offsite Mobile Clearance 2024 or Republic Act. 11261, also known as the “First Time Jobseeker Act.” NBI has their clearance operation involving a standalone laptop connected to Manila.

Atty. Tamayo said they just need the right time to coordinate with Manila. If the laptop they bring does not have a ‘hit’, they will receive their clearance within the same hour. They assure that this program will be improved, strengthened, and expedited to provide excellent services to everyone.

“Makukuha ninyo ang inyong clearance sa loob ng parehong oras. Asahan ninyo na lalo naming pag-igihan, paigtingin , at bibilisan ang programang ito upang makapagbigay kami ng mahusay na serbisyo sa inyo,” vowed Atty. Tamayo.
