QUEZON CITY, (PIA) — Former President Rodrigo Duterte made his initial appearance before the International Criminal Court in the Hague, Netherlands via video link, where he was informed of charges related to alleged crimes against humanity connected to his anti-drug campaign while in office.
During the procedural hearing presided over by Judge Iulia Antoanella Motoc, Duterte was not required to enter a plea as prosecutors presented allegations of extrajudicial killings linked to anti-drug operations during his 2016-2022 presidency.
“Today’s hearing is neither the start of the trial nor is it a confirmation of charges hearing,” Judge Motoc said. “During today’s hearing, no evidence will be collected or presented and the issues of Mr. Duterte’s guilt or innocence will therefore not be addressed.”
The court scheduled a confirmation of charges hearing for September 23, 2025, when judges will determine if sufficient evidence exists to proceed to a full trial. Both prosecution and defense will present arguments at that time.
The former chief executive is joined in the courtroom by his legal counsel Salvador Medialdea, also Philippines government’s executive secretary during his term.
The ICC judges assured that proceedings would uphold Duterte’s right to defense, access to legal counsel and disclosure of evidence.
The court stressed its status as an independent judicial institution that follows established legal processes regardless of political considerations.
The Philippine government earlier said that Duterte’s arrest and transfer were conducted in compliance with an active Interpol warrant and proper legal procedures. Officials emphasized that the country was fulfilling its international legal obligations.
