LABANGAN, Zamboanga del Sur (PIA)—The Joint Regional Task Force-End Local Communist Armed Conflict (JRFT-ELCAC) in the Zamboanga Peninsula is providing livelihood projects and development programs to former rebels, now referred to as “friends rescued” (FRs).
“Many employers in the Zamboanga Peninsula are willing to hire former rebels. There is no truth to the claim they are discriminated against. As long as they are skilled, they will be hired,” said Colonel Eddie M. Pilapil, acting brigade commander of the 1st Infantry “Igsoon” Brigade, during the Philippine Information Agency’s Kapihan sa Bagong Pilipinas forum.
Through the task force and local government units’ Transformation Program, FRs are undergoing a regional reintegration phase, which provides them with income-generating activities to ensure a smooth transition back into society.
The Department of the Interior and Local Government (DILG) in Zamboanga has empowered 280 FRs through financial assistance and other support programs, aiding their successful reintegration.
The provincial government of Zamboanga del Sur allocated P5 million to augment technical and vocational skills training through the Technical Education and Skills Development Authority (TESDA) and partnered with the Department of Labor and Employment (DOLE) for livelihood assistance.
To address the challenges of securing employment for FRs due to their lack of work experience, the provincial government also provides cash assistance to help them gain work experience, find a job or start a small business.

DILG Regional Director Paisal O. Abutazil stressed, “Change is not achieved overnight. It requires commitment, collaboration and sustained action from all sectors of society, whether in governance, security or community development. Every effort we put forth contributes to shaping a nation that truly serves its people.”
