ZAMBOANGA CITY (PIA) – The continuous advocacy for the inclusivity and rights of persons with disabilities (PWDs) remains a priority in social development efforts. This ongoing movement is underscored by various initiatives and programs designed to raise awareness and promote the rights of PWDs, ensuring they are integral participants in society.
“We believe that our efforts play a crucial role in fostering a more inclusive and accessible society for our PWDs,” emphasized Abigail Luna-Timtim, Training Superintendent of the Department of Social Welfare and Development (DSWD). This belief is evident in the numerous activities showcasing the skills, talents, and determination of PWDs to contribute to nation-building.
One key initiative is the Area Vocational Rehabilitation Center, which provides comprehensive social and vocational training. “After the training, we facilitate their on-the-job training (OJT) and provide employment opportunities,” Luna-Timtim noted.
This center, the only one catering to the entire Mindanao region, currently supports 88 clients. Post-training, efforts are made to assist these individuals in securing jobs, reflecting a commitment to sustainable employment. Additionally, the center offers livelihood training and starter kits, empowering PWDs to start their own businesses.
Inclusive policy making is also a focal point of these advocacy efforts. “The PWD sector should be consulted to contribute to the creation of laws and ordinances,” said Teddy Kahil, a PWD and also a Social Welfare Officer of DSWD 9. Local Government Units (LGUs) are encouraged to involve PWDs in community activities, ensuring their voices are heard and needs addressed.
However, challenges remain, particularly in the delivery of services on the ground. PWDs often fall victim to misinformation and fake news. Despite these challenges, there is a positive trend of more offices and establishments accepting PWD employees, indicating a growing recognition of their potential and capabilities.
“My call to my community members is to continue collaborating with various agencies and expand our knowledge. To the abled persons, keep supporting us and join us in our advocacy for inclusion,” Kahil stated.
The celebration of National Disability Prevention and Rehabilitation (NDPR) Week every July 17 to 23 has once again brought to the forefront the continuous advocacy for the inclusivity and rights of PWDs. This highly significant event serves as a vital opportunity to raise awareness and promote the rights of PWDs, ensuring that they are integral participants in society.
