MANILA, (PIA) — Senator Win Gatchalian welcomed the signing of a new law aimed at strengthening early childhood care and development, saying it will promote the optimal growth and development of children under five years old.
The Early Childhood Care and Development System Act, or Republic Act No. 12199, mandates the implementation of the ECCD System in all provinces, cities, municipalities, and barangays to achieve universal access to ECCD services for all children below five years old.
The law requires local government units to provide facilities and resources for the effective delivery of ECCD programs and services, including the creation of plantilla positions for Child Development Workers and Child Development Teachers, and the establishment of at least one Child Development Center in every barangay.
“It is crucial to strengthen the foundation of our young children, as it will determine their ability to learn and succeed as citizens,” said Gatchalian, the law’s sponsor.
The ECCD System encompasses a range of health, nutrition, early childhood education, and social services development programs designed to support the holistic development of young children. (JCO/PIA-NCR)
