QUEZON CITY (PIA) — As the Philippines gears up for the 2025 National and Local Elections (NLE), the Civil Service Commission (CSC) has reiterated strict prohibitions regarding personnel movements, hiring, and promotions in government agencies during the election period. These restrictions, outlined in Commission on Elections (COMELEC) Resolution No. 10999, aim to maintain impartiality and fairness in public service throughout the election process.
To prevent any undue influence or political maneuvering, the CSC has underscored the following restrictions:
- Transfers and Details
Government employees are prohibited from being transferred or detailed to other offices from January 12 to June 11, 2025, unless prior approval is obtained from COMELEC. This measure ensures stability and prevents politically motivated reassignments.
- Hiring and Promotions
The suspension of hiring, promotions, and salary increases will be in effect from March 28 to May 11, 2025. This includes the creation of new positions and granting of additional privileges. Exceptions will only be made for essential roles, provided that COMELEC grants the necessary authorization.
The CSC has also warned that appointments made by outgoing officials after the elections, up to June 30, 2025, will be considered invalid unless they comply with legal requirements. This regulation prevents last-minute appointments that could be politically motivated or detrimental to good governance.
Government agencies and Human Resources officers are strongly urged to adhere to these restrictions. Any violations, including unauthorized appointments or personnel movements, may lead to:
- Void appointments – Any appointments made in violation of these restrictions will not be recognized as valid.
- Election offense charges – Those responsible for breaches may face legal consequences under election laws.
