TACLOBAN CITY (PIA) – The Department of Human Settlements and Urban Development (DHSUD) in Eastern Visayas has announced on Tuesday, September 24, that the government is determined to provide Filipinos with affordable but decent housing through the Pambansang Pabahay para sa Pilipino Housing (4PH) program.
During the Kapihan sa Bagong Pilipinas, DHSUD-8 Regional Director Michael Victor Tezon said the 4PH program is an in-city resettlement that prioritizes high-density or vertical development and utilizes government and private lands in a specific local government unit.
To qualify for the program, applicants must meet certain requirements, including being a first-time buyer, a low-income worker with a minimum monthly gross income of P12,500 or more, and not having outstanding Pag-IBIG short-term loan, foreclosed or cancelled account, among others.
Tezon encouraged interested individuals to coordinate directly with their local government units (LGUs) for registration and to take advantage of the program.
Each unit costs around P1.3 million at 6.25 percent interest per annum as a housing loan from Pag-IBIG.
The good news is, Tezon said, the 1.25 percent interest shall be paid by the beneficiary while the remaining 5 percent will be shouldered by the government for a span of 30 years.

As of August 2024, DHSUD-8 has already entered into memorandums of understanding with 18 local government units in Eastern Visayas, with six pipeline projects located in Mahaplag, MacArthur, Ormoc City, Alang-Alang, all in Leyte; Catbalogan City in Samar; and Guiuan in Eastern Samar.
The program, declared as a flagship program of the government, reduces the target housing need in the country from 6 million to 3 million by the end of President Ferdinand Marcos Jr.’s administration.
