Human rights lawyer calls for collaboration to promote, protect PWDs’ rights

ISABELA CITY, Basilan (PIA) – A human rights lawyer in Basilan has called for a collaborative effort among government agencies, non-government organizations, and individuals to promote and protect the rights of Persons with Disabilities (PWDs) in the Philippines.

Atty. Alman N. Namla, provincial director of Bangsamoro Human Rights Commission-Basilan said during the “Basilan Talakayan sa Radyo” of the Philippine Information Agency that the country’s legal framework for disability rights is anchored on the Magna Carta for Disabled Persons, or Republic Act 7277, which was signed into law in 1992. 

He said the law provides for the protection and empowerment of PWDs, ensuring their equal access to education, employment, public services, and healthcare.

However, Namla emphasized that despite the existence of this legal framework, many PWDs still face challenges in accessing these basic rights. 

“While the law provides a solid foundation for promoting disability rights, we need to intensify our efforts to ensure its effective implementation,” he said.

One of the key challenges PWDs face is accessing education. Namla noted that many PWDs are denied the opportunity to pursue higher education due to lack of accessible facilities and accommodations. 

“Inclusive education is crucial in empowering PWDs to break the cycle of poverty and achieve their full potential,” he stressed.

Atty. Namla explained that to address this challenge, the government has launched several initiatives, including the Inclusive Education Program, which aims to provide accessible educational facilities and support services to PWDs.

In terms of employment opportunities, he also stressed that PWDs have the right to equal employment opportunities and reasonable accommodations in the workplace. 

“Employers must recognize that PWDs can contribute significantly to the economy and society as a whole,” he said.

Furthermore, Atty. Namla also highlighted the importance of accessible public services and facilities, citing the need for infrastructure development that takes into account the needs of PWDs. 

Regarding healthcare access, Namla emphasized that PWDs have the right to accessible and affordable healthcare. “

“Healthcare providers must be trained to cater to the unique needs of PWDs, and government programs should be implemented to ensure their access to healthcare services,” he said.

In terms of social protection and welfare programs, Namla noted that PWDs have access to disability pensions, subsidies, and assistive devices. However, he stressed that community support and inclusion are also crucial in promoting their well-being.

To raise awareness about disability rights, Namla also emphasized the role of media and public campaigns in changing perceptions about PWDs. He also highlighted the importance of advocacy groups and organizations run by and for PWDs. He also lauded the efforts of the Philippine Information Agency-Basilan in information and education campaigns promoting the rights of the marginalized sectors which significantly empower them.

He underscored the importance of legal aid and support for PWDs in asserting their rights. 

“Legal assistance is essential in ensuring that PWDs’ rights are respected and protected,” he said.

To further protect and promote PWDs rights, Namla called on individuals and organizations to support PWD rights and inclusion in their communities. He emphasized that promoting disability rights is not just a moral obligation but also a legal requirement under international human rights law.

“Let us work together to create a more inclusive society where PWDs can fully participate and contribute,” Namla appealed.

To further promote rights of PWDs, the National Disability Rights Week is celebrated annually every 3rd week of July.
