Ilocos MSMEs receive P15.7M in innovation support from DOST

SAN FERNANDO CITY, La Union (PIA) —The Department of Science and Technology (DOST) has granted P15.7 million in funding support to 14 micro, small, and medium enterprises (MSMEs) across the Ilocos Region under the 2025 cycle of the Small Enterprise Technology Upgrading Program (SETUP). 

The awarding ceremony, held at the DOST Multipurpose Hall in San Fernando City, brought together grant recipients from Ilocos Norte, Ilocos Sur, La Union, and Pangasinan.

SETUP is a flagship program of DOST aimed at enhancing the productivity and competitiveness of MSMEs through technological innovation and science-based solutions. 

It supports businesses in modernizing their operations, improving product quality, and expanding market reach. 

Raquel Espiritu, DOST-Region 1 assistant regional director for technical operations services, said the program offers more than financial support by promoting trust and capacity-building among business owners.

“This is not only about awarding checks. More importantly, the government trusts you to improve your products through technology,” Espiritu said.

Investing in innovation

Adelisa Florendo, SETUP regional coordinator, said, “The goal is to empower MSMEs and contribute to national socioeconomic growth.”

She emphasized that grantees are expected to comply with program guidelines, including proper use of funds, timely project updates, and full adherence to the memorandum of agreement.

Supporting the backbone of economy

DOST Regional  Director Teresita Tabaog underscored the essential role of MSMEs in the Philippine economy.

“You are the backbone of the Philippine economy. MSMEs comprise 99.63 percent of all registered enterprises nationwide,” she said.

The selected MSMEs were assessed for their readiness to adopt new technologies and their capacity to fulfill the program’s requirements. 

Ramon Juquiana, owner of Fine Ads Arts and Signs, shared how SETUP support has been transformative for his business.

“SETUP gave us the tools to meet client demands with precision—something we couldn’t do before. It made us more competitive,” Juquiana said.

Promoting inclusive growth

As part of the program, a gender sensitivity workshop was conducted to foster inclusive business practices and shared leadership within MSMEs. 

DOST emphasized that ongoing coordination, transparent reporting, and responsible use of assistance are critical to sustaining the impact of SETUP. (AMB, AIHR/PIA Region 1)
