Ilocos Norte adopts strategy to prevent drowning incidents

 LAOAG CITY, Ilocos Norte (PIA) – With summer in full swing and more families flocking to beaches, rivers, and pools, Ilocos Norte is stepping up its campaign to prevent drowning incidents—highlighting a proactive “4Bs” strategy led by the Department of Health (DOH).

The 4Bs—Bantayan ang mga bata (Supervise children), Bida ang salbabida (Use flotation devices), Barrier (Secure water sources), and Bawal ang alak (Avoid alcohol)—form the backbone of the province’s intensified efforts to ensure safe summer activities for residents and tourists alike.

Doctor Jessa Mae De Guzman, Medical Specialist III and head of the Public Health Unit at DOH-Ilocos, said the campaign is focused on both education and enforcement. 

“DOH is advocating for the 4Bs of drowning prevention. We are working closely with LGUs to push this message and help save lives this summer,” she stated.

  •     Bantayan ang mga bata (Supervise children)

With children at highest risk, De Guzman urged parents and guardians to maintain strict supervision whenever kids are near water. 

“Watch children closely near water this summer because they need supervision and are most at risk of drowning,” she emphasized.

  •     Bida ang salbabida (Use flotation devices)

The campaign also highlights the use of life-saving water devices such as life vests, inflatable rings, and pool noodles. 

“Individuals who cannot swim should utilize flotation devices when in or near water,” De Guzman advised, stressing their importance in preventing accidents.

  •     Barrier (Secure water sources)

Citing recent incidents involving unsupervised children falling into uncovered wells and canals, authorities are reminding residents to install barriers and cover water sources at home. 

“Ensure a barrier is placed between the house and nearby water to prevent children from gaining access. Taking these steps could save a life,” she added.

  •     Bawal ang alak (Avoid alcohol)

Lastly, the DOH is strongly discouraging alcohol consumption around water, citing its role in impairing judgment and increasing risky behavior. 

“One of the most common causes of drowning is alcohol intoxication. It leads to poor decisions near water and puts lives at risk,” said De Guzman.

The campaign is being rolled out across the province with the support of local governments, lifeguards, and community volunteers, who are working to increase awareness and promote water safety practices at popular swimming areas.
