SAN FERNANDO CITY, La Union (PIA) — Two medical institutions in the Ilocos Region, the Ilocos Training and Regional Medical Center (ITRMC) and the Treatment and Rehabilitation Center (TRC)-La Union, showcased their governance reform progress during the Performance Governance System (PGS) Oral Revalida held at the Luxent Hotel in Quezon City on Thursday, Nov. 28.
The event, part of the Public Governance Forum organized by the Institute for Solidarity in Asia (ISA), highlights how organizations can improve their operations and services through better governance.
ITRMC’s journey toward excellence
The ITRMC presented its achievements at the Proficiency Stage Revalida.
This focuses on executing strategies effectively, refining processes, and delivering results that align with the institution’s long-term vision.
Dr. Eduardo M. Badua, Medical Center Chief II of ITRMC, said that the hospital’s PGS journey highlights their commitment to improving health services.
“Inspired and fueled by our core values, we persisted in our pursuit of good governance and transformed the organizational culture from one of hostility and stagnation to a culture of trust, collaboration, and innovation,” Badua said.
By updating its systems, ITRMC has become better at addressing patient concerns, leading to more efficient use of resources and improved patient care.
Its participation in the PGS has also helped the hospital streamline its operations and focus more on the needs of patients.
TRC-La Union’s first steps in governance reforms
Meanwhile, TRC-La Union participated in the PGS Initiation Stage, marking the start of its governance reform journey.
Dr. Marvin F. Munar, Chief of Hospital III of TRC-La Union, said that adopting the PGS framework will improve their drug rehabilitation programs, increasing the success of treatments for their patients.
“Our medical detoxification program is the only PhilHealth-accredited facility to date in Region 1, and we are the first and only PhilHealth-accredited TRC facility in North Luzon as a Konsulta provider,” Dr. Munar said.
By aligning with PGS standards, TRC-La Union aims to offer more effective rehabilitation programs and sustainable recovery for its clients.
Recognition and impact
The ITRMC and TRC-La Union also received Gold and Silver Trailblazer Awards, respectively, for meeting the standards of their respective PGS stages.
Their progress highlights their shared commitment to improving public service through governance reforms.
These efforts also align with the Marcos administration’s Bagong Pilipinas agenda, which promotes better governance and public service.
The PGS by the ISA is a framework that helps organizations improve their governance, strategy execution, and service delivery by aligning operations with long-term goals and measurable outcomes. (AMB/CCMT, PIA La Union)
