Jail officer explains time allowances for PDLs

LAGAWE, Ifugao (PIA) — Persons Deprived of Liberty (PDL) are granted time allowance for good conduct and exemplary services rendered or for loyalty  under Republic Act No. 10592

Jail Officer II Elsie Cayong of Ifugao District Jail  elaborated over the Hummangan radio program at Radyo Kiphodan 99.1FM that under  RA10592, Provincial Wardens  are authorized to award time allowances for three specific purposes: good conduct; study, teaching, or mentoring, and loyalty.

Good Conduct Time Allowance is a reward for exemplary behavior. It allows PDLs to reduce their prison term for every month  of detention or service of sentence  based on their good  conduct  and behavior while incarcerated.

PDLs can also earn an additional 15 days of allowance each month dedicated to educational or mentoring activities through the Time Allowance for Study, Teaching, or Mentoring.

Meanwhile, the Special Time Allowance for Loyalty is a unique privilege for PDLs who   serve during calamities or disasters. To qualify, they must surrender within 48 hours  following the issuance  of a proclamation  of the calamity’s passing  away or if  they chose to remain  in the place  of his confinement notwithstanding the existence of a calamity or catastrophe.  This   can qualify them to a grant of  deduction of one fifth of the period of their sentence.

Cayong emphasized that the  “all or nothing” principle applies  in the grant of time allowance. If a PDL violates prison rules or doesn’t participate in recognized activities during a month, the time allowance for that month  is forfeited.

PDLs can sign a manifestation to qualify for these grants or sign a waiver if they choose not to participate. (JDP/FBR- PIA CAR, Ifugao)
