‘Konsultahang Bayan’ tackles institutional reforms for good governance

Various sectors join in discussions on good governance during the Konsultahang Bayan: A caucus for good governance beyond elections on April 1, 2025 in Baguio City.

BAGUIO CITY(PIA) — Advocates for good governance and  various sectors engaged in meaningful discussions to look for mechanisms that address societal issues in the country during the “Konsultahang Bayan: A Caucus for Good Governance Beyond Elections” on April 1, 2025 in Baguio City.

Former Presidential Communications Office Secretary Cesar Chavez moderated said event with  former Senator Panfilo “Ping” Lacson, San Beda University College of Law Dean Attorney Marciano Delson, Social Scientist and Supervising Technology Development Manager of  the University of the Philippines – National College of Public Administration and Governance GRIT Labs Attorney Lyndon Rom David, and Baguio City Mayor Benjamin Magalong as panelists.

Participating in  event  were representatives  from the  transport sectors, business community, youth, women’s groups, and non-government organizations.

The conference tackled reforms especially in  disaster risk reduction and management,  combating corruption and poverty and improving  delivery of services.

The panelists recommended possible ways, policies and systems to allow legislators, officials and relevant agencies to work together in the pursuit of good governance.

Among the recommendations include putting the Office of the Civil Defense under the Office of the President for  faster disaster  response,  and  institutionalization of performance indicators  in government agencies and local government units to ensure that the budget will translate into actual performance.

The practice of good governance and improving bureaucratic efficiency is part of the Philippine Development Plan(PDP) 2023-2028. This pillar aims to achieve a prosperous, inclusive, and resilient society through economic transformation, thus requiring the practice of open, efficient, and accountable governance.

This component of the PDP further seeks outcomes namely participatory governance deepened, public accountability and integrity bolstered, government functions, systems, and mechanisms rationalized and strengthened,  and competent, motivated, agile, and resilient public servants supported.
