BACNOTAN, La Union (PIA) – Marking a new era of commerce and accessibility, the municipality of Bacnotan officially opened Phase III of its public market on March 8.
The newly expanded facility, now a three-story modern marketplace, is the first in La Union to feature elevators, ensuring a more convenient shopping and business experience, especially for persons with disabilities (PWDs), senior citizens and individuals with mobility concerns.
During the opening, Mayor Divine Fontanilla expressed pride in the development, emphasizing the project’s impact on both vendors and consumers.
“This modern public market is a testament to our commitment to progress and inclusivity. We want to provide our people with a safe, clean and accessible marketplace where businesses can thrive and the community can shop with ease,” she said.
Improved Facilities
The ground floor of the market now has 152 stalls, each with its own electric and water meter, enabling vendors to manage their utilities independently.
On the second floor, 67 stalls are dedicated to dry goods, providing ample space for vendors selling textiles, clothing and household essentials.
The third floor features 14 additional stalls, along with two conference rooms, which can serve as venues for business meetings, training sessions and community gatherings.
Enhanced Accessibility
The market features two elevators and ramps, ensuring easy movement between floors.
Additionally, push carts are available to help shoppers transport their goods.
Hygiene and safety were also prioritized in the market’s design, with the wet section featuring stainless steel stalls to prevent contamination of meat and seafood.
Improved ventilation and lighting systems create a more comfortable environment for both vendors and buyers, while a high-tech CCTV surveillance system enhances security throughout the facility.
Bacnotan Public Market Supervisor Vennie Partible emphasized the project is not just an expansion but a transformation.
“The new features, from the dedicated meters for each stall to the elevators and better security systems, all contribute to a more organized and efficient market. We are proud to be setting a new standard for public markets in the province,” Partible stated.
Digital shift
The opening of the new market phase also coincided with the launch of the Paleng-QR PH Plus Program, a digital initiative that encourages cashless transactions through QR code payments.
This initiative aims to modernize business operations, enhance financial inclusion and provide a safer and more efficient buying and selling experience for both vendors and customers.
Community voices
For local vendor Lorenzo Cariño, who has been selling frozen products at the market for over a decade, the improvements have been life-changing.
“Before, we struggled with outdated facilities, but now, everything feels more organized and modern. The new stalls, better lighting and even the security cameras make a huge difference. Plus, having an elevator is a big help, especially for elderly customers,” he shared.

Beyond its functionality, the Bacnotan Public Market also features a honey bee-inspired architectural design, symbolizing prosperity, hard work and community collaboration—values deeply rooted in the town’s identity.
