La Union’s earthquake drill strengthens community resilience, agency collaboration

SAN FERNANDO CITY, La Union (PIA) – Government agencies in the Ilocos Region have taken a major step in advancing disaster preparedness through collaboration by actively participating in the 2024 4th Quarter Nationwide Simultaneous Earthquake Drill.

This event was held at the Marangal Grandstand in Brgy. Carlatan in this city, on Nov.14, showcased collaborative efforts among 367 individuals, including the Philippine National Police (PNP) National Support Units, Philippine  Drug Enforcement Agency-Region 1, and National Intelligence Coordinating Agency (NICA)-Region 1, demonstrating a unified response to potential seismic events in the region.

In a hands-on display of readiness, personnel from the 1st La Union Provincial Mobile Force Company (LUPMFC) and the La Union Provincial Mobile Division Unit (LUPMDU) conducted search and rescue operations and a first aid demonstration.

These exercises highlighted the PNP’s advanced skills in life-saving measures and rescue techniques, emphasizing the importance of preparedness in reducing harm during emergencies.

This showcase served as a drill and an opportunity for the community to witness and understand emergency protocols firsthand.

During the event, PMAJ Lawrence Ganuelas of the Provincial Community Affairs and Development Unit provided crucial insights into effective earthquake response, sharing actionable tips on how to stay calm and react appropriately.

His guidance included reminders to “drop, cover, and hold,” along with advice on avoiding potential hazards such as falling objects or broken glass.

PMAJ Ganuelas emphasized the importance of having a family emergency plan and encouraged participants to prepare emergency kits with essentials, such as water, non-perishable food, flashlights, and first aid supplies.

“Preparedness is our strongest line of defense in any emergency. So, let us prioritize the safety and well-being of every family. We urge each household to create a family emergency plan, so every member knows exactly what to do if a crisis arises,” Ganuelas reminded.

In addition to the practical demonstrations and educational tips, Mark Andrew Cabanban from the Provincial Disaster Risk Reduction and Management Office (PDRRMO) conducted a detailed critique of the drill.

His feedback focused on optimizing response times, refining communication strategies, and identifying logistical improvements to enhance overall effectiveness.

Cabanban highlighted the importance of coordination among agencies and suggested further training in specific areas, such as advanced first aid techniques and the use of specialized equipment for rescue operations.

“Effective emergency response relies on strong coordination among agencies. By investing in further training—especially in advanced first aid and the use of specialized rescue equipment—we can enhance our capabilities to protect and save lives,” Cabanban explained.

The event also included a simulated earthquake scenario in which the assembled units practiced evacuation procedures, reinforced safety protocols, and engaged in rapid deployment exercises.

This simulation provided an opportunity for personnel to test their responsiveness in real-time conditions, further solidifying the region’s capacity to respond to natural disasters.

The success of this earthquake drill represents a significant advancement in La Union’s disaster resilience.

Through close collaboration among local and national agencies, the region is not only preparing for emergencies but also building a culture of awareness and preparedness within the community.
