Lanao Norte forges ahead with peace, reintegration plans

TUBOD, Lanao del Norte (PIA) — Lanao del Norte is intensifying localized normalization efforts in conflict-affected areas, with key stakeholders pushing forward peacebuilding initiatives.

Updates on these developments were shared by Charity Care N. Lavandero, municipal local government operations officer of the Department of the Interior and Local Government (DILG) Lanao del Norte, during the Provincial Peace and Order Council (PPOC) first quarter meeting.

A strategic planning workshop, held from January 30 to February 1, focused on Tagoloan, Tangcal, and Munai, the primary areas for localized normalization. Participants discussed enhancing peacebuilding, strengthening governance, and ensuring sustainable development.

The workshop convened representatives from the Office of the Presidential Adviser on Peace, Reconciliation, and Unity; DILG; NGOs; academe; local mayors; the Philippine National Police; the Armed Forces of the Philippines; and Moro Islamic Liberation Front (MILF) Parliament Member Abdullah “Commander Bravo” Macapaar.

Additionally, DILG-Lanao del Norte facilitated a collaborative discussion on February 5 to develop a “Deradicalization” Module for Former Violent Extremists. This initiative aligns with efforts to localize normalization and promote peace, development, and good governance.

The Lanao del Norte Enhanced Comprehensive Local Integration Program Committee is also preparing to construct a halfway house for former rebels and violent extremists, providing skills training and deradicalization programs.

“This deradicalization manual is essential in the reformation of former violent extremists to ensure they are ready to reintegrate into the community. This will also be used once the halfway house is established,” Lavandero said.

Tagoloan, Tangcal, and Munai have proposed projects to the PAyapa at MAsaganang PamayaNAn Program for 2026, including road and bridge construction, multipurpose covered courts, and livelihood programs.

Gov. Imelda “Angging” Quibranza Dimaporo emphasized collaboration and urged council members to prioritize service over politics, despite the upcoming 2025 elections.

Lawyer Merlyn Barola-Uy, regional prosecutor and chairperson of the Local Amnesty Board in Cagayan de Oro City, discussed the government’s Amnesty Program for former MILF combatants. The program abolishes criminal liability for past political offenses, aiming to end conflict and provide a second chance for reintegration.

The program is anchored on Proclamation No. 405, issued by President Ferdinand “Bongbong” Marcos Jr.
