MANILA, (PIA) — Senator Loren Legarda hailed the recent signing into law of the Magna Carta of Filipino Seafarers as a significant victory for both foreign and domestic workers.
“This law is a crucial step toward safeguarding the rights of our Filipino seafarers, who are recognized as some of the best in the world,” Legarda said, emphasizing the importance of aligning with international standards set by numerous conventions.
The new legislation aims to ensure that seafarers enjoy decent, just, and humane working conditions aboard sea-going vessels while addressing gaps in existing laws that have jeopardized overseas employment.
The Magna Carta will apply to all Filipino seafarers, including those working overseas and domestic cadets undergoing training on both Philippine-registered and foreign-registered ocean-going vessels.
Key provisions of the law include rights to safe working conditions, the ability to form labor organizations, collective bargaining, educational advancement, and protections against harassment and discrimination.
As of 2022, approximately 490,000 Filipino sailors were active in global maritime operations, playing a vital role in maintaining the stability of the global supply chain and ensuring the safety of passengers and cargo.
“We have been increasingly concerned about the hazardous conditions many seafarers endure, along with inadequate treatment and wages from their superiors. This law aims to put an end to those issues,” Legarda asserted.
She further emphasized the importance of recognizing and respecting Filipino seafarers as essential contributors to the economy, stating, “As we elevate our Filipino seafarers as some of the world’s best, they deserve acknowledgment and treatment that reflects our gratitude for their sacrifices, aimed at improving their families’ lives and contributing to our economy.” (JCO/PIA-NCR)
