SAN JOSE, Occidental Mindoro (PIA) — Newly elected Sangguniang Kabataan (SK) officers in the municipality of San Jose recently underwent mandatory training led by the Local Development Youth Office (LDYO) with the Municipal Local Government Operations Office (MLGOO).
Janes R. Guillermo, MPLGO Officer explained that under Section 27 of the Republic Act 10742, the elected SK officers must undergo capacity-building and orientation before they can assume office to ensure that the young leaders will be equipped with the knowledge necessary to perform their duties as public servants.
The training encompassed local governance, SK history, planning and budgeting, and code of conduct and ethical standards discussed by the National Youth Commission (NYC)-accredited training managers from the Municipal Local Government Unit (MLGU).
Clarisses Perie Lazarra, Barangay 8 SK councilor shared that the mandatory training helped her become more aware of her duties and responsibilities as a young public servant, “Kung ire-rate ko po siya, 5/5 sobrang kailangan [ang mandatory traning]. Hindi ka lang naman tatakbo [bilang SK official] kasi gusto mo [lang], may mga responsibilities ka at need mo malaman ‘yon. Dahil sa training malalaman [namin] yung mga kaakibat na duties and responsibilities ng tinakbuhan namin.”
Lazarra added that she had always been curious about how local governance works and had been studying it using the resources from the internet. However, the speakers were able to expound on the topics more effectively such as budget management, “Hindi kasi lahat knowledgeable [pagdating] sa paggawa ng financial statement…Ako bilang accounting student may knowledge na pero syempre malaking tulong yung training para roon sa hindi pa masyadong familiar.”
A total of 312 young leaders received capability building, divided into three batches to accommodate interactive training. The SK officials took their oath led by municipal Mayor Rey C. Ladaga after the activity. (DSG/PIA MIMAROPA – Occidental Mindoro)
