CAGAYAN DE ORO CITY (PIA) — The Land Transportation Franchising and Regulatory Board (LTFRB) issued a new memorandum, Memorandum Circular 2025-05 setting minimum qualifications for the transport mechanics of public utility buses and trucks-for-hire.
“This ensures the safety and roadworthiness of public transport vehicles, aligning with the Public Transport Modernization Program (PTMP) and addressing concerns raised in the recent Senate hearing on public transportation safety,” said Regional Director Abosamen Matuan.
The memorandum, which takes effect February 17 this year, indicates that transport mechanics responsible for maintaining Public Utility Buses and Trucks-for-Hire should have at least a minimum requirement of being a high school graduate and a recipient of a certificate for transport mechanic from the Technical Education and Skills Development Authority (TESDA) or any other similar certifying agency or institution.
LTFRB reminds the various public utility vehicle operators to comply with the requirements to avoid possible penalties based on the provision of the memorandum circular covering the requirement or under the Joint Administrative Order No. 2014-01 or as may be determined by the board.
With this, LTFRB underscores the government’s commitment to modernizing the country’s transportation sector while prioritizing the safety and welfare of commuters. The board urges all stakeholders, including transport operators and mechanics, to fully comply with the new standards for a safer and more efficient public transport system. (LTFRB-10/PIA-10)
