LTO’s ‘license to outskirts’ benefits thousands of motorists in Cagayan Valley’s remote communities

TUGUEGARAO CITY, Cagayan (PIA)— The ‘License to Outskirts’ program of the Land Transportation Office (LTO) Region 2 has served over 60,000 individuals outside of its licensing centers.  

Regional Director Manuel Baricaua said the mobile licensing initiative is designed to extend LTO services to grassroots communities within the region, anchored on the government’s thrust to have a safer and more secure transportation system in the country. 

He said they were able to bring their licensing service to the coastal communities of Isabela province, the remote communities of the mainland Cagayan Valley, and the island province of Batanes. 

He also said the mobile service includes various activities, such as mobile licensing administration and the issuance of free theoretical driving certificates. 

“Since its launch, License the Outskirts has facilitated the issuance of 60,000 student permits, 1,400 new licenses, and over 2,000 license renewals, with these efforts continuing to expand,” Baricaua stated.

He said that in collaboration with local government units, LTO has initiated a household survey since January 2024 to develop a strategic road safety plan by gathering essential data. 

Baricaua also said this June, LTO plans to launch a continuing education program for tricycle drivers and operators, requiring them to undergo mandatory education sessions promoting safer driving practices before renewing their franchises with their respective LGUs. 

Baricaua also said LTO Region 2 was able to generate approximately P544 million in revenue, nearing its P1 billion target from January to May 2024. 

“The region successfully registered 200,000 motor vehicles and intensified law enforcement efforts, apprehending over 60 unregistered or ‘colorum’ operators, more than 8,000 unregistered motor vehicles, and over 7,000 unlicensed drivers,” he added. 

Moreover, Baricaua encourages the public to get their licenses and register their vehicles, emphasizing the LTO’s commitment to enhancing service quality and adhering to departmental guidance. (MJPT/PIA Region 2)
