Malabon City implements real property tax amnesty for delinquent taxpayers

MANILA, (PIA) — In an effort to enhance revenue collection and support its residents, the Malabon City government has enacted an ordinance granting real property tax amnesty for delinquent taxpayers.

Through this amnesty, we aim to assist taxpayers in the city in paying their obligations. This will ease their concerns and enable them to focus on other important matters for their families. In this way, we facilitate the payment of land taxes and other necessary charges, benefiting our beloved Malabuenos while boosting the city’s economy,” said Mayor Jeannie Sandoval, as this initiative allows individuals to settle their unpaid taxes and improve their financial situations.

The newly established Ordinance No. 02-2025, known as the Malabon Real Property Tax Amnesty Ordinance of 2024, offers substantial reductions in interest, penalties, and surcharges on unpaid real property taxes. This includes taxes for the Special Education Fund, idle land tax, and other special levies.

Delinquent taxpayers can take advantage of the amnesty through a one-time payment or by opting for installment payments covering their overdue property taxes, interest, surcharges, and penalties.

Taxpayers who settle their dues in full with a one-time payment during January, February, or March 2025 will receive a 100% reduction on all interest, penalties, and surcharges.

An 80% reduction is available for payments made in April, May, or June 2025. A 60% reduction will be offered for the third quarter (July to September), while those who pay in the fourth quarter (October to December) will receive a 40% amnesty.

For those choosing the installment option, a 40% reduction on outstanding interest, penalties, and surcharges will apply.

However, the amnesty does not extend to properties already auctioned under the Local Government Code, those subject to compromise, or properties involved in ongoing disputes regarding real property taxes.

To apply for the amnesty, taxpayers must fill out an application form available at the City Assessment Department (CASSD) on the third floor of the Malabon City Hall. They are also required to submit their Real Property Tax Order of Payment (RPTOP) and Statement of Account for evaluation.

The city government noted that individuals who paid their interest, penalties, and surcharges prior to the ordinance’s release may still apply for a tax credit, which will be deducted from their taxes due in the following year.
