TUGUEGARAO CITY, Cagayan (PIA) – – A manhunt operation and in-depth investigation have been launched by the Philippine National Police (PNP) Region 2 following the fatal shooting of Rizal, Cagayan Mayor Joel Ruma and two of his companions during a campaign rally in the town last night, April 23, 2025.
The victims — Ruma, Merson Abiguebel, and Melanie Talay — were reportedly attending a campaign sortie in Barangay Iluru Sur at around 9:00 p.m. when unidentified assailants opened fire from a nearby mountainous area. All three were rushed to the Tuao District Hospital, but the mayor was declared dead on arrival.
According to PCapt. Shiela Joy Fronda of the PNP Cagayan, the shooting occurred during a photo session.
“There was a sudden burst of gunfire coming from the mountainous area near the barangay hall,” Fronda stated.
PNP Regional Director Police Brigadier General Antonio Marallag condemned the attack and appealed to the public for cooperation in bringing justice to the victims and ensuring a peaceful and safe election season.
Authorities are currently conducting hot pursuit operations. Officials expressed hope that this act of violence would not be repeated as the election period approaches. (OTB/PIA Region 2)
