Metro Manila police reports over 98% crime clearance efficiency

QUEZON CITY, (PIA) – The National Capital Region Police (NCRPO) recorded a 98.61 percent crime clearance efficiency rate following the agency’s employment of Enhanced Managing Police Operations (EMPO) to strengthen public safety and order in Metro Manila. 

The crime clearance efficiency rate refers to the percentage of cleared cases out of the total number of crime incidents that are being directed to the law enforcement agency for investigative solution and legal action. 

“We have basically reduced through the programs that we have implemented the occurrence of focus crimes,” said NCRPO Regional Director PMGEN Jose Melencio C. Nartatez, Jr. in a Kapihan sa Bagong Pilipinas (KBP).  

The 8 focus crimes include the cases of murder, homicide, physical injury, rape, theft, robbery, carnapping of vehicles, and carnapping of motorcycles. 

The occurrence of these crimes were lessened to an average of 10 recorded cases per day from the previous 15 to 20 daily reported cases. 

Meanwhile, the NCRPO also posed a significant increase in crime solution efficiency rate which currently stands at 72.19 percent. 

NCRPO Chief Nartatez emphasized the significance of rationalizing the deployment of the police force in ensuring that their presence is seen and felt, particularly in the streets of Metro Manila. 

It can be recalled that the NCRPO is implementing a 15-85 scheme distribution of its personnel with the 85 percent assigned in community mobilization programs which significantly contributes to the reduction of crimes. 

“Patuloy tayong nakikipag-ugnayan sa mga komunidad sa pamamagitan ng iba’t ibang programa tulad ng mga barangay visitations. Ang layunin nito ay mapalapit ang pulisya sa mga mamamayan at magtulungan sa pagresolba ng mga lokal na isyu,” the police chief added. 

(We are continuously communicating with communities through the conduct of different programs like barangay visitations. The goal of this program is to bring the police services closer to the residents towards establishing cooperation in resolving local issues.) 

The NCRPO, on the other hand, is also intensifying its efforts to extend essential social services to residents in Metro Manila with the goal of fostering better community relations. 

To date, the law enforcement agency has been able to conduct 3,532 livelihood training, 5,412 feeding programs, and 539 medical missions. It also led the distribution of 5,309 food packs and 1,811 health kits among communities in need. 

The continuous cleansing of ranks, in particular, has been identified by Nartatez as the priority thrust of the NCRPO to sustain its efficiency and effectiveness as a law enforcement agency. 

The conduct of integrity monitoring activities is central to the internal rank cleansing initiatives of the NCRPO. 

Approximately 1,088 integrity monitoring activities have already been conducted since Nartatez assumed office as the NCRPO Regional Director in June 2023. Some 1,000 erring police personnel were dismissed while some 1,300 were sanctioned following investigation. (JMP/PIA-NCR)
