MANILA, (PIA) — The Department of Science and Technology-National Capital Region (DOST-NCR) is transforming Metro Manila communities and barangays through targeted science and technology interventions, a top agency official revealed Tuesday.
During the weekly Kapihan sa Bagong Pilipinas media forum, DOST-NCR Regional Director Engr. Romelen Tresvalles highlighted the agency’s Community Empowerment Through Science and Technology (CEST) program, which has deployed innovative solutions in waste management, environmental protection, and community enterprise development across Metro Manila.
From 2021 to 2024, DOST-NCR has achieved significant milestones: 94 funded projects, 33 enrolled barangays, 249 technology interventions, and assistance to 72 communities. The program has also generated 3,054 jobs during this period.
In Valenzuela City, the agency introduced two key technologies to address waste management challenges. A bioreactor system enables efficient composting of biodegradable waste, eliminating odors and creating a valuable soil conditioner that communities can use or sell.
“Our bioreactor technology transforms waste without unpleasant smells,” Tresvalles explained.
“Communities can now convert biodegradable materials into compost and even generate additional income,” she added.
Another innovative intervention is the “vinegar acetator,” which upcycles waste products like coconut water that would typically be discarded, and making it useful for vinegar production.
Developed by the Industrial Technology Development Institute, this technology accelerates vinegar fermentation, turning potential waste into a marketable product.
Tresvalles said DOST-NCR’s approach begins with a comprehensive community needs assessment.
Officials conduct interviews to identify specific local requirements and then deploy appropriate technological solutions that align with their mandate of science, technology, and innovation.
Partnering with organizations like the Philippine Red Cross, DOST-NCR continues to expand its community support network, demonstrating how targeted scientific interventions can drive local economic and environmental progress.
It can be recalled that CEST aims to empower communities through the transfer of Science, Technoogy, and Innovation (STI)-based solutions and diffusion of scientific knowledge for wealth creation, wealth protection, human-wellbeing and sustainability.
