Mid-Year Bonus Alert! DBM Sec Mina Pangandaman: Government workers to start receiving mid-year bonus today, May 15

Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman confirmed that government workers, including military and uniformed personnel, are entitled to receive their mid-year bonus starting today, 15 May 2025.

“Magandang balita po mula sa ating Pangulong Bongbong Marcos— Simula ngayong araw, May 15, ay magsisimula na pong matanggap ng ating mga qualified government workers ang kanilang mid-year bonus, na equivalent sa kanilang 1 month basic pay,” Sec. Mina announced.

The total budget for the grant of the 2025 mid-year bonus for qualified civilian and military/uniformed personnel is P63.695 billion. Of this amount, P47.587 billion will be for civilian personnel, while P16.108 for military/uniformed personnel.

“Naniniwala po ang ating Pangulong Bongbong Marcos na ang timely o agarang pagre-release ng mid-year bonus sa ating mga empleyado ay nararapat lamang bilang pagpapahalaga sa kanilang sakripisyo, pagod at walang sawang paglilingkod sa ating mga kapwa Pilipino,” Sec. Mina said.

“Ang pondo po para sa mid-year bonus ay komprehensibo na pong nai-release ng DBM sa mga implementing agencies noong pang January 2025, kaya naman magalang po tayong nanawagan sa ating mga kasamahan at pinuno ng mga ahensya ng gobyerno at LGUs na sana po ay maibigay na ang mid-year bonus sa kani-kanilang empleyado sa lalong madaling panahon,” DBM Sec Mina added.

DBM Budget Circular No. 2017-2 provides the rules and regulations on the grant of the mid-year bonus. It states that the mid-year bonus shall be given to personnel who have rendered at least a total or an aggregate of four (4) months of service from July 1 of the immediately preceding year to May 15 of the current year.

The personnel shall also remain in government service as of May 15 of the current year and have obtained at least a satisfactory performance rating in the immediately preceding rating period, or the applicable performance appraisal period.

According to the Circular, the grant of mid-year bonuses shall apply to all positions for civilian personnel, whether regular, casual, or contractual, appointive or elective, full-time or part-time, now existing or hereafter created in the Executive, Legislative, and Judicial branches, the Constitutional Commissions and other Constitutional Offices, State Universities and Colleges, and Government-Owned or -Controlled Corporations covered by the Compensation and Position Classification System, and in local government units.

Entitled personnel to receive the mid-year bonus also include military personnel of the Armed Forces of the Philippines under the Department of National Defense and uniformed personnel of the Philippine National Police, Philippine Public Safety College, Bureau of Fire Protection, and Bureau of Jail Management and Penology of the Department of Interior and Local Government, Philippine Coast Guard of the Department of Transportation, and National Mapping and Resource Information Authority of the Department of Environment and Natural Resources.

”Nanawagan din po ako sa ating mga kababayan na maging matalino at maingat sa paggamit ng kanilang mid year bonus. Huwag po tayong maging waldas at sana’y i-budget po natin ito ng maayos at naaayon lamang sa ating mga pangangailangan.” Sec Mina said.

”Huwag po tayong maging “waldas now, cry later”. Dapat, “budget now, enjoy savings later”. More importantly, save for emergencies, save for your future,” Sec Mina added. ###
