Military operation not enough to sustain peace in Misamis Occidental

CAGAYAN DE ORO CITY (PIA) — The 10th Infantry Battalion (IB) of the Philippine Army deployed in Misamis Occidental is focused on sustaining peace through collaboration, not just military operations.

Lieutenant Colonel Nelson Boticario, battalion commander, emphasized that peace requires the efforts of local governments, security forces, and other stakeholders.

“The key contributor to lasting peace, security, development, and prosperity is governance strengthened by the partnership and collaboration among LGUs (local government units), the military, police, and partners’ stakeholders,” Boticario said.

Now declared insurgency-free, Misamis Occidental is focused on sustaining peace through the Provincial Security Plan—a joint effort of the provincial government, the Philippine Army, and the Philippine National Police.

“Kasalukuyan ang focus ng 10 IB ay pagpapanatili ng sustainment ng aming operational dreams,” Boticario added.

The battalion’s role includes preventing the return of insurgent groups, particularly in areas with infrastructure projects. It also aids in the reintegration of former rebels, with 22 individuals currently receiving transition assistance in coordination with the provincial government.

The battalion works on addressing the root causes of insurgency, supporting socio-economic programs, and countering recruitment efforts by engaging with local communities. It trains barangay officials in first aid and disaster response.

The army unit has also developed a land-based indigenous defense system, relying on volunteers to support peace efforts.

Boticario noted that other regions still face challenges, such as limited access to services and political distrust. He stressed that solutions must be locally tailored and comprehensive.

“Hindi sapat na military approach. Dapat kasabay nito ang edukasyon, hanapbuhay, at pagkakaroon ng tiwala ng mga mamamayan sa pamahalaan,” Boticario added. (HSGA/PIA-10)
