Mountain Province, Bontoc LGUs achieve Maturity Level II in PRIME-HRM

BONTOC, Mountain Province (PIA) — The Civil Service Commission – Mountain Province Field Office (CSC-MPFO) kicked off the 124th Philippine Civil Service Anniversary celebration with the awarding of certificates to two local government units in the province for achieving Maturity Level II for their human resource (HR) systems.

CSC-MPFO Director Anita Verina Paredes awarded the certificate of recognition to the Local Government Unit of Bontoc for reaching Maturity Level II in the HR core area of Performance Management, and the Provincial Government Unit of Mountain Province for Maturity Level II for Rewards and Recognition, on September 2, 2024. This is part of CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) to empower government agencies by developing their human resource management competencies, systems, and practices toward HR excellence.

Bontoc Mayor Jerome Tudlong, Jr. highlighted that achieving Maturity Level II in Performance Management under the PRIME-HRM framework is a step forward in the LGU’s mission to institutionalize best practices in human resource management.

“Achieving Maturity Level II in Performance Management is not just about meeting standards — it’s about setting them. It represents our dedication to making sure that every employee’s performance aligns with our vision for Bontoc. We are committed to raising the bar even higher, ensuring that our HR practices are not only compliant but exemplary,” he said.

Maturity Level II is known as Process – Defined HRM which means that an agency has set of defined and documented standard operating procedure established. It is characterized by goal-oriented decision making and there is some automated system but little integration of data.

The objective of the PRIME-HRM is to assess the HR management practices and capabilities of agencies. This also serves as a search mechanism for best practices in HR management as well as to promote and serve as a venue for exchange and development of expertise in the area of human resource management between and among government agencies.
