MANILA, (PIA) — The National Citizens’ Movement for Free Elections (NAMFREL) unveiled a new mobile application Thursday that will enable Filipino voters to independently verify election results during the upcoming 2025 National and Local Elections.
The NAMFREL 2025 app, available on both Google Play Store and Apple App Store, allows citizens to scan QR codes from election returns posted outside polling places, creating a parallel verification system for electronically transmitted results.

“NAMFREL encourages Filipinos to continue to be vigilant and to help ensure that elections will be peaceful, and that the vote count will be transparent,” the organization said.
The citizen-powered verification system, called Operation QR Count 2025 (OQC 2025), represents a technological advancement in NAMFREL’s decades-long mission of safeguarding electoral integrity through public participation.
To support this digital initiative, NAMFREL will also operate an Election Data Analytics Center in partnership with Asia Pacific College and Geodata at the college’s campus on Humabon Street in Makati City, starting May 12. The center will process and analyze data collected through the app.
The election watchdog also established its national headquarters at Carmen Hall, 12th Floor, DMG Center on Domingo M. Guevara St., Mandaluyong City.
The headquarters opened Monday, May 12 and operates 24 hours daily through May 15 to receive and verify election observations from across the country.
NAMFREL plans a media briefing at noon on Election Day at its headquarters, with additional updates throughout the day based on volunteer observations and app-collected data.
Press representatives and observers are welcome at both the headquarters and analytics center but must register at the respective lobbies and present credentials for entry. (JCO/PIA-NCR)
