NAPC conducts MCP-LPRAP orientation-seminar in Ifugao

Social Welfare and Development Officers, Municipal Agriculturists, Planning Officers, basic sector and other offices join the orientation on Magna Carta for the Poor (MCP) and formulation of the Local Poverty Reduction Action Plans (LPRAP) in Banaue town.

BANAUE, Ifugao (PIA) — The National Anti-Poverty Commission (NAPC) conducted in the province the orientation-seminar on the Magna Carta for the Poor (MCP) and formulation of the Local Poverty Reduction Action Plans (LPRAP) on August 1 in Banaue town.

The activity which is being conducted by NAPC nationwide MCP-LPRAP orientation-seminars to brief and assist local government units in the preparation and formulation of LPRAPs with other sectoral and local plans for inclusion to the National Poverty Reduction Plan.

Republic Act 1129 or the Magna Carta of the Poor mandates the government to help in the attainment of the five fundamental rights of the poor, namely; the right to adequate food, decent work, relevant and quality education, adequate housing, and the highest attainable standard of health. These rights are essential for the poor to break the intergenerational cycle of poverty.

The participants were composed of social welfare and development officers, municipal agriculturists, planning officers, NAPC basic sector and other offices.

NAPC Deputy Director General Undersecretary Esnaen Catong enjoined everyone to help each other for a harmonious collaboration that will lead to the progressive realization of policies and programs for the Filipino people under the leadership of President Ferdinand Marcos, Jr.

NAPC Local Convergence Coordination Division Chief Alfredo Antonio oriented the participants about RA 8425,known as the “Social Reform and Poverty Alleviation Act” while Regional Focal Person for CAR Noriel Miguel shared the salient features of the Magna Carta of the Poor.

Technical Officer Dale Geofrey Guerra presented the overview of the PLRAP formulation guidelines and template, and the updates on the implementation of the MCP.

Donald Jay Bulahao and Gemma Tayaban of the Provincial Planning and Development Office presented the Poverty situation and alignment of LPRAP in the Provincial Development and Physical Framework Plan while Nilo Campo of the Department of the Interior and Local Government-Ifugao discussed the rationalized planning system.

Ifugao is second to Benguet to host the orientation-seminar on MCP-LPRAP in the Cordillera. (MBL- PIA CAR, Ifugao)
