NAPC holds orientation seminars on the Magna Carta of the Poor in CAR

BAGUIO CITY (PIA) — The National Anti-Poverty Commission (NAPC) held the Magna Carta of the Poor- Local Poverty Reduction Action Plan formulation orientation seminar  for  the local government units and concerned line agencies in Baguio City and the province of Benguet.

NAPC Deputy Director General Undersecretary Esnaen Catong led orientation seminar  for Baguio City and Benguet  officials, government agencies and civil society organizations(CSOs) on July 30, 2024 in Baguio City.

Republic Act 1129 or the  Magna Carta of the Poor mandates the government to help in the attainment of the five fundamental rights of the poor, namely; the right to adequate food, decent work, relevant and quality education, adequate housing, and the highest attainable standard of health. These rights are essential for the poor to break the intergenerational cycle of poverty.

Catong stressed that the local government units play a crucial role in the formulation of the Local Poverty Reduction Action Plan in the Cordillera Administrative Region, that  contains programs and projects drawn through a participatory process by the LGUs with CSOs and other stakeholders  which will address the needs of the poor.

He reiterated the importance of harmonizing the programs of national government agencies and local government units to maximize their impact on poverty alleviation.

Catong said that the activity is part of the nationwide orientation seminar being conducted in all the provinces in preparation for the creation of the National Poverty Reduction Plan.

NAPC Local Convergence Coordination Division Chief Alfredo Antonio provided an overview of the RA 8425,known as the “Social Reform and Poverty Alleviation Act”  while Regional Focal Person for CAR Noriel Miguel shared the salient features of  the  Magna Carta of the Poor.

Technical Officer Dale Geofrey Guerra presented the overview of the PLRAP formulation guidelines and template, and the updates on the implementation of the MCP.

Poverty situation was provided by the Provincial Planning and Development Office while DILG-CAR personnel provided the rationalized planning system.

The NAPC kicked off the provincial orientations in CAR in Banaue, Ifugao on Aug. 1.

The other provincial schedules are : Mountain Province-Aug 13;  Kalinga- Aug. 15;  Abra- Aug. 27; and  Apayao-Aug. 29, 2024. (RMC- PIA CAR)
