NAPC orients Kalinga stakeholders on govt’s poverty reduction action plan

CITY OF TABUK, Kalinga (PIA) — To harmonize the poverty reduction programs and projects of local government units in Kalinga for the formulation of the National Poverty Reduction Action Plan (NPRAP), the National Anti-poverty Commission (NAPC) held an orientation-seminar for those involved in the planning process.

Held in Tabuk City on August 15, 2024, the Magna Carta of the Poor (MCP) – Local Poverty Reduction Action Plan (LCPRAP) orientation seminar familiarized the participants on the salient features and implementing rules and regulations of the MCP, the formulation process and procedures of the LCPRAP, and on their roles and responsibilities during the entire formulation process, among others.

The participants included local planning and development coordinators, social welfare and development officers, agriculture officers, local government operations officers, and representatives from the basic sector.

NAPC Deputy Director General Esnaen M. Catong highlighted that the crafting of the NPRAP will be an inclusive and participative process as it uses the bottom-up approach to ensure that national anti-poverty programs incorporate the initiatives of the local government units (LGUs).

“This will be an inclusive and more so participative local reduction action plan because we will be working closely from bottom to the top levels of planning in order to come up with a National Poverty Reduction Action Plan,” the official said. Catong enjoined LGUs to help the NAPC realize the administration’s goal of reducing poverty.

“Ang marching order ng Pangulo ay magka-isa tayong lahat, magtulungan tayong lahat para maibsan kung hindi man tuluyang tuldukan ang kahirapan. And his goal before the end of his term is to reduce poverty incidence from 18.1 percent to a single digit,” he said.

In 2023, Kalinga posted a poverty incidence among families of 6.3%, lower than the national poverty incidence of 10.9%. Meanwhile, poverty incidence among the population is at 10%, also lower than the national rate of 15.5%. (IOS-PIA CAR,Kalinga)
