NAPC orients Mt. Province LGUs on gov’t poverty reduction action plan

NAPC Deputy Director General Undersecretary Esnaen Catong highlights the importance of the Magna Carta of the Poor – Local Poverty Reduction Action Plan in the achievement of the socio – economic goal of President Ferdinand Marcos Jr., especially on reducing poverty incidence on geographically isolated and disadvantage areas of the country.

BAGUIO CITY (PIA) — The National Anti-Poverty Commission (NAPC) calls for a stronger partnership with the country’s local government units and other community development stakeholders in bringing inclusive and sustainable development to the Filipino people through the crafting to the Magna Carta of the Poor (MCP)-Local Poverty Reduction Action Plan (LPRAP).

NAPC Deputy Director General Undersecretary Esnaen Catong led on Tuesday (August 13) the MCP-LPRAP Orientation Seminar for Mountain Province local government units here in the city.

The participants led by Governor Bonifacio Lacwasan Jr. and development planning officers from the ten municipalities of the province were oriented on Republic Act 8425 or the Social Reform and Poverty Alleviation Act, RA 11291 or the Magna Carta of the Poor; updates on the implementation of the MCP, and overview of the LPRAP formulation, guidelines and template. Also presented were Mountain Province’s Poverty Situation and the alignment of the Provincial Development and Physical Framework Plan.

Catong outlined that the NAPC is engaging the different provinces in the country for the formulation of MCP–LPRAP that will be the main component in the drafting of a National Poverty Reduction Action Plan, which will be the guide in bringing down the country’s poverty incidence to single digit, as envisioned by President Ferdinand Marcos Jr.

“Ang layunin po ng ating Pangulong Bongbong Marcos ay ireduce ang ating poverty incidence from 18.1 percent to a single digit. It is a tall order for the NAPC Secretariat and officials to deliver. Pero tinitiyak po natin na ang layunin na iyan ay maaabot. There is no reason for us not to deliver kung tayo ay magtutulong – tulong sa pagpa-plano sa pamamagitan ng MCP – LPRAP na ito,” Catong said.

Catong encouraged other LGUs and community development stakeholders to join the national government in efforts to lower poverty incidence in their respective communities.

“Ang akin pong mensahe sa mga ating partners na local government units, kasama na din po ang ating mga co-stakeholders in the leagues of barangays, municipalities, cities and provinces, tayo po ay magtulungan upang maipa-abot natin ang kelangang serbisyo sa ating mga mamamamayang Pilipino.”

“Sa pamamagitan ng pag-intindi, pag-unawa at paghahanda para sa isang Magna Carta of the Poor-Local Poverty Reduction Action Plan na siya po ang magiging daan para maibsan natin ang kahirapan, and therefore, achieving the goal of our national government headed by President Ferdinand Bongbong Marcos Jr. to reduce the poverty incidence from two digits to single digit before the end of his term on June 30, 2028,” Catong said.

The MCP-LPRAP orientation for Mountain Province was the third in the Cordillera region after the Baguio City and Benguet leg on July 30, and Ifugao on Aug. 1. NAPC will do the orientation in Kalinga on Aug.15, Abra on Aug. 27 and Kalinga on Aug. 29. (CCD, PIA-CAR)
