BANSUD, Oriental Mindoro (PIA) — Brigadier General Melencio W. Ragudo officially assumed as the new commander of the 203rd Infantry Brigade of the Philippine Army.
The change of command ceremony, March 15, was presided by Major General Cerilo C. Balaoro Jr., Commander of the 2nd Infantry Division.
In an interview by the Philippine Information Agency, Ragudo cited the importance of collaboration with local government units (LGUs) and various stakeholders in the region for a unified effort to combat insurgency and ensure the sustainable progress of the Mindoro islands.
“Ituloy lang natin yung campaign ng headquarters dito, especially on peace and security ng buong island and the anti-insurgency efforts natin para matapos ‘tong communist armed-conflict, which is the primary responsibility of the Philippine Army,” said Ragudo.
He added “Sa development and progress ng isla, we will partner with all the stakeholders, LGUs, and the people. Sama-sama tayong magtataguyod ng isla para sa kapayapaan at sa development and progress dito.”
Ragudo also expressed his unwavering commitment to protecting the people of Mindoro, stressing the Philippine Army’s dedication to keeping citizens safe while continuing to confront armed adversaries when necessary.
“We don’t want anybody to be hurt in this conflict, but if they continue to fight against us, we’re ready for them anytime, anywhere. We’ll do our part and fulfill our role as needed,” he said.

Ragudo underscored the importance of creating an insurgency-free environment, which would pave the way for long-term peace and development.
“Insurgency-free in a manner that ensures a sustainable and progressive island. Ito yung magiging key natin para mawala yung mga hindi pagkakaunawaan and instabilities sa pagiisip ng mga tao, kaya nagiging insurgent yung isang tao, kung mawala natin tong mga issues– kahirapan, injustices, we can eliminate these challenges,” he said.
During the ceremony, the achievements of the outgoing acting Brigade Commander, Colonel Eric D. Guevarra, was also recognized, awarding him the Military Merit Medal (MMM) and a command plaque for his exemplary service and leadership during his tenure.
Guevarra expressed his full support for Ragudo, urging the soldiers under his command to rally behind their new leader.
“I will fully support the incoming commander, Brigadier General Melencio W. Ragudo, and I also encourage our soldiers to rally behind our new commander to make the tasks effortless,” said Guevarra.
On the otherhand, Balaoro stressed the crucial role Ragudo will play in ensuring the stability and peace of the province.
“The challenge of your [Ragudo] new role is significant. Just by the name of the unit ‘Bantay Kapayapaan,’ that is your mission. This assumption of command signifies not only a change of leadership, but also symbolizes the assurance and protection of security, stability and peace in Oriental Mindoro,” Balaoro said.
In his message to Ragudo, he also stressed the significance of leading by example, saying that Ragudo’s leadership would be key in motivating the soldiers to remain dedicated to their mission and values.
“Lead with integrity, serve with passion and inspire the army to do the same. Let us reaffirm our commitment to serve with loyalty, courage and honor,” he said.
As the new brigade commander takes on his new role, Ragudo affirmed that he will lead the 203rd Infantry Brigade into its next phase of operations aimed at fortifying peace and security in the Mindoro islands. (AS/PIA MIMAROPA-Oriental Mindoro)
