Northern Samar strengthens local council for protection of children

CATARMAN, Northern Samar (PIA) -- Looking into the welfare of all Nortehanon children, the provincial government strengthened the functionality of the Local Council for the Protection of Children (LCPC) as manifested during the multi-sectoral meeting held on September 12 at the governor’s conference room.

To be properly oriented and guided on its measures, Malou Ortego of the Department of the Interior and Local Government (DILG)  presented to the council the guidelines for the establishment, strengthening and monitoring of the LCPC with the aim of ensuring that LCPC is functional, relevant, and effective.

“Functionality of the local council should abound and be aligned with the national goal, whereby all actions should lead to the fulfillment of a child’s rights to survival, development, protection, and participation,” said Ortego.

Committed to uphold children’s rights and ensure that the core rights of children are observed and enforced, Governor Edwin Ongchuan recently signed Executive Order No. 22-08-01 reconstituting the Provincial Council for the Protection of Children executive committee and sub-committees.

With the composition, the four sub-committees -- on child survival, child development, child protection, and child participation --  presented to the council updates and accomplishments vis-à-vis their function.

Matters on survival refer to the right to life and needs that are basic to existence. Development, on the other hand, concerns to what children require to reach their full potential. Protection is making sure that children are safe from all forms of abuse, neglect and exploitation, and participation is allowing children to take an active role in the community and the nation.  

During the meeting, presided by the governor himself, the council approved a resolution for Sangguniang Panlalawigan’s adoption, the localized and unified protocol for case management of a child victim of abuse, neglect, and exploitation. (MMP/ADiaz/PIA Northern Samar)
