Creation of ‘Transformation Program’ for ex-rebels underway

ILOILO CITY (PIA) -- Members of the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) convened on May 11 for its pre-workshop on "Transformation Program" (TP) in support of the implementation of the Local Peace Engagement (LPE) Cluster advocacy.

This initiative intends to further the aid extended among the Former Rebels (FRs), their families and the community.

According to the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), the TP framework is geared towards a “holistic and convergent” implementation of the program’s components to promote the sustainment of the FRs and develop resilience among communities to end insurgency.

Per report of the Department of the Interior and Local Government (DILG) 6, a total of 72 FRs were served with complete package assistance under the Enhanced Comprehensive Local Integrated Program (E-CLIP) in the first and second quarter of calendar year 2023 which accounts to P3,976,000.00.

Of the benefits afforded by the FRs through E-CLIP, P15,000.00 each were given as an immediate assistance, P21,000.00 each for the reintegration, and some livelihood aid and remuneration provisions.

For the firearm remuneration benefits alone, the DILG 6 has reported that a total of P642,000.00 was already released from 2019 up to date, citing that all were already handed in to 15 beneficiaries.

Overall, the sum of packages administered by the DILG 6 since 2016 up to date has reached P23,932,200.00.

As to expand services and benefits given to FRs, the members of the JRTF-ELCAC held the pre-workshop as a prelude to the proper planning of TP design in the province of Negros Occidental as the chosen pilot site, tentatively set to be done in June this year. (AAL/AGP/PIA 6)
