Report motorcycles without plate number—DavNor PNP

TAGUM CITY, Davao del Norte (PIA) -- Single motorcycles without plate numbers should now be a cause for alarm and must be reported to the police.

Davao del Norte Police Provincial Office (DNPPO) director, Police Col. Alexander Serrano, raised public alarm over  non-plated single motorcycles as the consecutive shooting  incidents of newly elected officials were done by perpetrators riding in tandem on motorcycles with no plate  numbers.

“Please give your assistance to your PNP. Particularly, sa matag shooting incident, riding in tandem man ang suspect without plate (number) (in every shooting incident, the suspect were riding in tandem without plate),” he said during a press conference on November 15 at the Conference Hall of the DNPPO Headquarters in Tagum City.

“Kung naa kamo mamatikdan nga sama ingon ana nga walay plaka, palihug ko inform  dayon ang hotline sa mga police stations para atong madakpan (If you’ve noticed something, take that instance, without plate, please immediately inform the hotline of the police stations so we can apprehend),”  he pitched the public call.

Serrano viewed those riding on motorcycles without plates are basically violating the law.

“Gasakay-sakay sila nga  walay plaka, unsay purpose? (They are riding without plate, what’s the purpose?)," he raised his point.

Serrano pitched this public call while the  DNPPO with the Criminal Investigation  and Detection Unit (CIDG) takes its full force towards solving the shooting of two newly elected barangay officials who were both killed by riding-in-tandem perpetrators.

Newly elected  Punong Barangay  Paul Albert Saquian of Barangay Datu Abdul, Panabo City was shot dead on  Nov. 7 by motorcycle riding-in-tandem perpetrators while he was traversing the city road towards his residence on board his color gray Nissan Almera.

One  week after on Nov. 14, newly elected Brgy Kagawad Jay Glen Q. Dela Rama of Barangay Sawata, San  Isidro, Davao del Norte was shot by a riding-in-tandem perpetrators on board a non-plated Yamaha Aerox motorcycle.

DNPPO now has a clue on who shot Saquian as it has already come up with  a computerized facial composite (CFC) of the suspects described by a witness.  

Serrano presented the CFC to  the media and announced that 2nd District House Representative Allan Dujali has offered P500,000.00 to anyone who can tip off the whereabouts of the suspects.

DNPPO has yet to present the facial composite of the perpetrators of Dela Rama but basing on witness descriptions, reports of San Isidro Police Station said that  the gun-man was 5 feet in height, medium built wearing blue jacket and blue bull cap with sling bag and “maong” long pants, while the driver was wearing black shirt and short pants.

During the same press conference, Serrano counted on the possibility that the perpetrators of both shooting incidents were “gun-for-hire” individuals.

“Aduna kitay possibility nga gun for hire na sila (We have that possibility that they are gun for hire),” he said,  considering  the way the barangay captain in Panabo and the barangay councilor in San Isidro were shot.

Serrano revealed that DNPPO  has monitored one organized crime gang in Davao del Norte but noted it as “inactive”  and the whereabout of its four members were not in Davao del Norte.

He said the police intelligence is keeping its eyes on the gun-for-hire aside from tracing those who possess “loose firearms” as the police are considering all clues to solve the killings of the two newly elected officials.

“Kami naningkamot mi nga atong mahibal-an kung kinsa jud ang  behind sa killings sa Davao del Norte (We are exerting effort to determine those behind the killings in Davao del Norte),” he told the media.

Meanwhile, Serrano declared that the shooting of Punong Barangay Saquian was not election-related incident, explaining that the incident happened during election period which would end on November 29, but both failed to  cause chaos and disruption of the election process as both happened after the actual casting of votes, and both were already declared winners.

Per ongoing investigation, Serrano also said that the police has not established a link to partisan politics as probable cause of both crimes.   (JMDA/PIA XI)
