CAGAYAN DE ORO CITY (PIA)–Effective September 20, 2023, the National Food Authority (NFA) shall provide a buffer stocking incentive (BSI) on top of its Palay Buying Price per Memorandum Number AO-2023-09-014 dated September 18, 2023.
For dry palay having a purity of 90% and above, a 14% moisture content (MC), and with damaged and discolored grains of 7% and below, a maximum BSI of PhP 4.00 will be added to NFA’s palay buying price of P19, totaling an effective buying price of P23/kg.
Meanwhile, for fresh or wet palay having a purity of 90% and above, an MC ranging from 22% to 29.9%, and damaged and discolored grains of 7% and below, a maximum BSI of PhP 3.00 will be added to NFA’s palay buying price of P16, totaling an effective buying price of P19/kg.
The NFA Regional and Branch Offices shall regularly monitor the prevailing ex-farm prices of palay on a daily basis to come up with a reliable weekly assessment and recommendation on the amount of BSI to be offered for the week; therefore, the effective buying price will vary weekly, if applicable.
With the provision of BSI, the NFA is expecting an outpour of deliveries through in-warehouse or mobile palay procurement; thus, warehouses will be open to cater to farmers all days of the week, including Saturdays and Sundays.
With these schemes, the buffer stocking agency is hopeful to augment and reach the optimum level of buffer stocks for calamities and emergencies while, at the same time, supporting Filipino farmers by offering a higher rate of return on their palay harvests. (NFA-10/PIA-10)
