In line with the directive of President Ferdinand R. Marcos Jr. to uphold discipline and restore public trust in law enforcement, Philippine National Police (PNP) Chief, Police General Rommel Francisco D. Marbil, has ordered the immediate administrative relief of the Quezon City Police District Director, Police Brigadier General Melecio Maddatu Buslig Jr, following the swift arrest of a police officer involved in a case of grave misconduct.
This decisive action demonstrates the PNP’s firm stance against abuse of authority and reinforces its commitment to internal accountability. The arrested officer, Police Staff Sergeant Colonel Jordan Marzan, assigned to Police Station 2, Quezon City Police District, was caught on video forcibly entering a private residence and allegedly assaulting a minor while under the influence of alcohol. The incident occurred past midnight on April 21, 2025, at No. 1 Caragay Street, Barangay Damayan, Quezon City, and sparked public outrage after the complainant uploaded the disturbing footage on social media.
Upon verification of the facts and validation of evidence, the erring police officer was immediately arrested by his own commander and fellow officers. He was promptly disarmed, and criminal charges have been prepared for filing, with inquest proceedings expected to take place anytime today. The officer now faces serious charges, including Violation of Domicile and multiple counts under Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. Meanwhile, the PNP Internal Affairs Service (IAS) has taken cognizance of the administrative case to ensure full accountability within the ranks.
“This is not just a case of misconduct—it is a disgraceful betrayal of the people’s trust,” said PNP Chief Marbil. “Let this be clear: we will not allow any abusive officer to hide behind the badge. If you harm the people you swore to protect, you will be arrested, prosecuted, and expelled from the service. No second chances. No exceptions.”
The relief of PBGen Buslig is a firm demonstration of command responsibility and a reminder that accountability does not stop at the individual level—it starts at the top.
“We are drawing a hard line,” PGen Marbil added. “There is no room in the PNP for predators in uniform. The Filipino people deserve peacekeepers, not perpetrators.”
