CAGAYAN DE ORO CITY (PIA) — The Mindanao Development Authority (MinDA) presented the results of the Trust, Respect, Safety and Security, and Public Satisfaction on Police Service study to the Philippine National Police (PNP) Police Regional Office (PRO)-10 on September 13 at Camp Vicente Alagar, here.
MinDA, represented by Chief Public Relations Dr. Adrian Tamayo, has been a partner of PNP PRO-10 in monitoring the level of safety and security in northern Mindanao.
Tamayo presented the regional ratings for the first semester of 2024, in which the PNP PRO-10 obtained a satisfaction rating of 94.5 percent and a security rating of 93.34 percent.

“The community enjoys very high satisfaction on police services: law enforcement, public safety, and community relations due to the very high rating owing to the benefits of safe and secure places all across northern Mindanao,” said Tamayo.
According to him, the public’s perception of safety, order, and security is crucial in ensuring that large investors perceive the region as stable and peaceful.
Tamayo explained that security refers to whether a threat is present or absent in a specific area. In this study, high security means feeling safe and free from threats.
On the other hand, safety is the feeling of having no threat at any given time and place.

Tamayo stated that understanding how the public perceives their service helps them improve operations and meet the high standards expected of them.
The data gathered from the survey offer a glimpse into how we are performing in the eyes of our stakeholders.
PCol Reynante R. Reyes, Chief Regional Community Affairs and Development Division of PNP PRO-10, said the study serves as a critical feedback mechanism that allows them to feel the pulse of the community they serve.
“By understanding how the public perceives our service, we are better positioned to continuously improve our operations and ensure that we live up to the high standards of what is expected of us,” said Reyes.
Representing PNP PRO 10 Regional Director PBGen Ricardo Layug Jr., Acting Deputy Regional Director for Administration PCol Danilo Bacas said they are satisfied with the result of the study, as this indicates that the region has a low crime incidence since 2023 with a continuing downtrend.
“Mataas ang ginagawa nating effort para masolusyonan ang crimes para ma-satisfy ating mga citizens, para mabigyang pansin kung ano ang mga hinaing ng ating mga komunidad,” said Bacas.
(We exert high effort in solving crimes to satisfy the citizens and also to look into the grievances of the communities.)
The European Chamber of Commerce in the Philippines-Northern Mindanao Business Council Chair, Jaime Rafael Paguio, who also serves as a member of the Regional Development Council (RDC)-10, commends the PNP PRO 10 for the ratings obtained in the study.
“The PNP PRO 10 has been very proactive; that is the reason why there are no major or heinous crimes that occurred in the previous months. The result of the study only goes to show that the command has done a pretty good job,” said Paguio.
He also highlights that some embassies are currently expressing concerns about travel advisories.
“We are actually working really hard—we tell them, like the embassy of Canada, that it is actually really peaceful here; there’s really no reason why there should be a travel advisory,” said Paguio.
According to Tamayo, numbers can tell the story of Mindanao’s transformation in context.
“When there is peace, everything will follow. We have to continue to tell the story that Mindanao is peaceful. We have already proven na hindi magulo ang Mindanao, hindi magulo ang northern Mindanao (Mindanao is not chaotic, northern Mindanao is not chaotic), it is safe and ready for investments,” said Tamayo.
The study concludes that communities in northern Mindanao enjoy high levels of satisfaction with the police services provided by PNP PRO 10, as evidenced by their high ratings, which are attributed to the benefits of safe and secure environments.
The public’s experience with safety, order, and security are necessary elements to guarantee huge investors that the region is stable and peaceful.
The PNP PRO-10 also obtained a safety rating of 93.71 percent, a respect rating of 94.01 percent, and a trust rating of 94.21 percent. (SAYU/PIA-10)
