ILOILO CITY (PIA) — A total of 5,036 agrarian reform beneficiaries (ARBs) from the province of Capiz received Certificates of Condonation with Release of Mortgage (CoCRoM), Certificates of Land Ownership Award (CLOAs), and electronic titles (E-Titles) under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project on Nov. 28 in Roxas City, Capiz.
Presidential sister and Senator Imee Marcos led the distribution together with Department of Agrarian Reform (DAR) Assistant Secretaries Rodolfo Castil Jr. and lawyer Quintin Magsico Jr., DAR 6 Regional Director Leomides Villareal, and Roxas City Mayor Ronnie Dadivas.

“Ang ating magandang balita, sa wakas, mamimigay na tayo. Libreng-libre. Wala nang utang. Zero balance sa tanan. Limpyo. Libre na ang titulo sa inyo na 100%,” said Marcos shared to the farmers of Capiz.
The solon also noted how the vision of his father, the late President Ferdinand E. Marcos Sr., in empowering the local farmers is slowly being realized.
“At last, yan ang handog natin sa DAR, handog ng pamahalaan. At yung sinasabi, parati nating kinakanta ang National Anthem. Lupang Hinirang ang titulo, pero ang tinuod, Lupang Hinarang, kasi 51 years na ito, wala pa rin, pero ngayon sa araw na ito, dito sa Capiz, Roxas City, para sa tanan, tunay nang Lupang Hinirang, may lupa ang bawat Pilipino,” Marcos added.
A total of 7,962 CLOAs and land titles were distributed to 5,036 ARBs from the 16 towns and one component city in Capiz covering a total of 5,584.8932 hectares of land.
Of the said number, some 7,455 CoCRoMs covering a total of 5,013.5764 hectares of land were distributed to some 4,630 ARBs.
Further, 66 CLOAs equivalent to 34.383 hectares of land were distributed to 61 ARBs from the four municipalities of Capiz and 441 E-Titles under the SPLIT Project equivalent to 536.9338 hectares of land were distributed to 345 ARBs from 11 municipalities of the province.
To note, the distribution of CoCRoMs is in accordance with Republic Act No. 11953 or the New Agrarian Emancipation Act (NAEA) signed into law by President Ferdinand R. Marcos Jr. on July 7, 2023.
This law provides that all loans, including interests, penalties, and surcharges incurred by the ARBs from the lands awarded to them under Presidential Decree (PD) 27, R.A. No. 6657, and R.A. No. 9700 will be condoned. (AAL/FRG/PIA6/with reports from the Department of Agrarian Reform)
