TABUK CITY, Kalinga – More farmers in far-flung areas of Kalinga will soon have improved market access and opportunities with the construction of a new farm-to-market road (FMR) project in the municipality of Pasil.
The Department of Agriculture (DA)-Cordillera led the ground-breaking ceremony for the P195.72-million Limood, Balinciagao Sur-Magsilay-Malucsad-Amdalao FMR project on on February 20, 2025. This aims to support the production of heirloom rice, coffee, and other agricultural products in the municipality.

The 6.4-kilometer road will benefit 958 households or 4,501 individuals in barangays Balinciagao Sur, Magsilay, Malucsad, Pugong, Guina-ang, Galdang, and Bagtayan.
The project is part of the Philippine Rural Development Project (PRDP) Scale Up, one of the flagship programs of the DA designed to address the gaps in the commodity value chains by improving the efficiency of the food supply chain towards greater connectivity, mobility, accessibility, availability, and affordability of food in the market. It is jointly funded by the World Bank, the national government and the participating LGUs.
The provincial government of Kalinga and the municipality of Pasil each provided 10 percent counterpart funding for the project.
Pasil Mayor Alfredo Mallanag expressed his gratitude to DA-Cordillera, local officials, and technical working groups for their efforts in realizing the project.
“We extend our heartfelt gratitude to PRDP DA-CAR, Gov. James S. Edduba, Cong. Allen Jesse Mangaoang, all the provincial and municipal technical working groups, and all our stakeholders who made this possible,” the mayor said.
He committed to support the project, and called on the communities to cooperate to ensure the successful completion of the road project.
“We express our full support for this project and urge our constituents to work together and cooperate to ensure the road’s timely completion,” he said.
