MANILA, (PIA) — President Ferdinand R. Marcos Jr. has appointed Atty. Voltaire P. Agas, Executive Vice President for the Branch Operations Sector, as the Officer-in-Charge (OIC) of the Social Security System (SSS).
In a memorandum signed by Executive Secretary Lucas P. Bersamin on October 17, Agas was tasked with ensuring the continuous and effective delivery of public service to SSS members, pensioners, and their beneficiaries.
Agas has been with the SSS since 2012, serving as Chief Legal Counsel until 2022.
Since March 2022, he has overseen nationwide branch operations, focusing on membership expansion, contribution collections, and benefit processing.
His appointment marks a significant milestone as he is the first career official from within the SSS to assume the OIC role.
With over three decades of public service, Agas has held various positions, including roles in the Public Attorney’s Office (PAO) and the National Prosecution Service under the Department of Justice (DOJ), as well as serving as a trial judge in Quezon City. He earned the Outstanding Public Servant Award from PAO in August 2024, recognizing his exemplary legal service.
Agas holds a law degree from San Beda University and began his legal career as a PAO lawyer from 1989 to 1994.
Prior to his service in government, he worked as a socio-economist on community development projects with the Asian Development Bank and the World Bank.
He also has over a decade of experience in the private sector as a corporate legal manager and chief compliance officer at the Ayala Life Insurance Group, now known as BPI AIA Life Assurance Corporation.
Agas succeeds Commissioner Robert Joseph M. De Claro, who was previously appointed OIC by the Social Security Commission (SSC) to manage day-to-day operations of the pension fund until a permanent replacement is designated by the President.
De Claro will continue to serve as a member of the SSC, representing the Employers’ Group. (AVS/PIA-NCR)
