PBBM seeks to better lives of agrarian reform beneficiaries

PANABO CITY, Davao del Norte (PIA)—President Ferdinand “Bongbong” R. Marcos Jr’s visit to Panabo City to meet 7,000 agrarian reform beneficiaries is in line with his goal of improving the lives of ARBs through various government programs.

One of the highlights of the December 5 Presidential visit was the distribution of over nine-thousand COCROMs (Certificate of Condonation with Release of Mortgage)  benefiting nearly 7,000 ARBs.

“Ang paggawad ng mga Certificates of Condonation with Release of Mortgage o ‘yung tinatawag nating COCROM ay bahagi ng pagpapatupad nung isang bagong batas, ang New Agrarian Emancipation Act. Ang programang ito ay naglalayong gawing ganap na tagapagmay-ari ng inyong mga sinasaka,” President Marcos Jr., said in his speech at the Panabo City Gymnasium

(The awarding of the Certificates of Condonation with Release of Mortgage or what we call the COCROM is part of our implementation of a new law, the New Agrarian Emancipation Act. This program aims to make you full owners of the land you till.)

With the COCROM the ARBs will no longer pay amortization, interests and surcharges incurred when the land was awarded to them under the agrarian reform programs (Presidential Decree 27, Republic Act 6657 and Republic Act 9700).

“Limpyo na tanan (all is clean) the President said in vernacular to refer that their land debts have been cleared.

The President in his speech bared the entire extent of the condonation program in the region.

“Sa buong Region 11 ay magbibigay tayo ng mahigit labing-isang libong COCROM para sa mahigit siyam na libong benepisyaryo. Ito ay may kabuuang lawak na mahigit labintatlong libong hektarya na nagkakalahaga ng mahigit anim na raang milyong piso,” the President said.

(For the whole Region 11 we will be giving more than 11, 000 COCROM for the more than 9,000 beneficiaries. This covers a total area of more than 13,000 hectares worth more than P600-million.)

One of the beneficiaries; Ernesto Bagtian from Barangay Andap, New Bataan in Davao de Oro, expressed gratitude to the President stating that the money intended for land payment was spent on basic necessities.

“Ang pera na dapat naming gamitin na pambayad sa lupa ay maipambili na namin ng pagkain, maibigay na namin sa aming anak (para sa kanilang pag-aaral) at iba pa.”  Bagtian said.

(The money intended as payment for the land was used to buy for our food, we gave them to our children for their education and other needs.)

The beneficiaries during the event came from Davao de Oro, Davao del Norte, Davao Oriental. The President assured that COCROMs will also be distributed to agrarian reform beneficiaries in  Davao del Sur, Davao Occidental and Davao City.

Aside from the COCROM, the President also gave E-Titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) program and the Land Acquisition and Distribution.

“Ito ang layunin nito ay mas pabilisin ang paghahati ng lupa para sa ating mga farmer-beneficiary at ang pamamahagi ng mga lupang sakahan para sa mga magsasakang walang sariling lupain,” the President said of the SPLIT.

(This aims to hasten the parcelization of the land for our farmer-beneficiary and the distribution of agrarian lands for farmers without their own land.)

Around 550 e-titles were given to 343 ARBs in Davao del Norte and 122 e-titles for 122 ARBs in Davao del Sur.

During the event, the President also distributed 142 Certificates of Land Ownership Awards  (CLOAs) to 144 ARBs from Davao City. (RGA)
