OZAMIZ CITY, Misamis Occidental (PIA) — Preparing for Undas, a season that brings an influx of travelers, the Philippine Drug Enforcement Agency (PDEA)-10, in partnership with the Ozamiz City Police, city government of Ozamiz, Land Transportation Office (LTO), and other law enforcement agencies, conducted a comprehensive operation called “Oplan Harabas,” an onsite drug testing for drivers of public utility vehicles (PUVs), on October 30.
The surprise operation targeted drivers at the Integrated Bus and Jeepney Terminal in Agora, Carangan, to ensure safe travel for the public.
Led by PDEA-10 Regional Director Benjamin G. Gaspi, “Oplan Harabas” included onsite drug testing for drivers of public utility vehicles (PUVs), which aimed to reduce the risks associated with impaired driving, especially as the holiday season approaches and roadways become busier.

He emphasized the program’s role in averting road accidents resulting from drivers under the influence of illegal drugs, a factor that has been associated with several incidents in previous years.
“Oplan Harabas is more than just a preventive measure; it is a proactive initiative to ensure our roads remain safe, especially during high-travel periods such as Undas,” said Gaspi, who underscored their commitment to protecting communities.
Testing is completed within minutes, providing real-time results to authorities and immediate feedback to drivers. According to LTO Region 10 representative Janson Aliñab, drivers who test positive face potential sanctions, including charges for reckless driving and the possibility of license suspension or revocation. These measures, he noted, reinforce accountability and uphold public safety.
Ozamiz City Police and city officials voiced their support for Oplan Harabas, recognizing its importance in safeguarding both drivers and passengers. This annual initiative is a key component of Region 10’s commitment to road safety, and the city government of Ozamiz expressed its gratitude to PDEA and all collaborating agencies for their dedication to ensuring a safe travel environment.
