PH remains committed in Nuclear Infrastructure Development – IAEA review

MANILA, (PIA) — The Philippines is making progress in developing the necessary nuclear infrastructure as it embarks on the development of the country’s nuclear power program, according to the International Atomic Energy Agency (IAEA) review. Energy Secretary Raphael P.M. Lotilla welcomed this assessment following the conclusion of the Follow-Up Integrated Nuclear Infrastructure Review (INIR) Mission to the Philippines held from 02 to 06 December 2024 in Manila. 

The mission team evaluated the advancements made in implementing the recommendations and suggestions provided during the initial INIR mission in 2018, aimed at supporting the Philippines in its infrastructure development. It examined the current state of nuclear infrastructure development in accordance with the Phase 1 criteria of the IAEA Milestones Approach. Phase 1 assesses a country’s preparedness to make an informed commitment to a nuclear power program.

The INIR mission team returned to assess progress, featuring two international experts from Türkiye and Pakistan and two staff from the IAEA. They found that the Philippines has made important strides in addressing many recommendations and has set a national position regarding its nuclear energy program.

The IAEA’s recognition of our progress in addressing most of the recommendations and suggestions from the initial 2018 INIR Mission reflects the Philippine government’s steadfast commitment to developing a robust nuclear power program,” Secretary Lotilla said in his statement.

Secretary Lotilla noted the considerable progress of the country, including establishing a clear national stance on nuclear energy with a Presidential Executive Order, creating a detailed nuclear law, and enhancing our skills in areas like human resource development, regulations, radiation safety, waste management, and emergency readiness.

The INIR team stated that more work is required to complete the Philippines’ nuclear power plan and to finish important studies for future projects concerning the electrical grid, industry participation, and national laws.

INIR missions are based on the IAEA Milestones Approach, with its 19 infrastructure issues, three phases (consider, prepare and construct) and three milestones (decide, contract and commission/operate). INIR missions enable IAEA Member State representatives to have in-depth discussions with international experts about experiences and best practices in different countries.

The INIR team takes into account the feedback from national organizations when creating its recommendations.

Follow-up missions by INIR evaluate how well the recommendations and suggestions from the main mission are being put into action. (JLN/PIA-NCR)
